Oslo municipality has decided that a permanent scheme for resident parking shall be implemented. The Contracting Authority shall procure an Automatic Number Plate Recognition (ANPR) control tool. The objective of the procurement is to establish a control tool system to control parking. The system shall be assembled in the Agency's vehicle(s) and it shall check whether a vehicle is wrongly parked and whether a parking fee has been paid.

When the permanent scheme for resident parking is implemented, the existing free kerbside parking places in city districts that have implemented the scheme will be subject to charges. Persons who are granted resident parking permits can then use these charged parking places without further payment, whilst persons without a valid resident parking permit must pay a parking charge to use these parking places. Approx. 20 000 parking places are covered by the scheme.The Contracting Authority shall procure an Automatic Number Plate Recognition (ANPR) control tool for 1-2 vehicles, with an option for a control tool for a further 3-4 vehicles.The system shall take pictures of park vehicles' number plates and interpret and check these against the number plate register/databases, as well as the Contracting Authority's geographic information system (GIS)/map system.The Contracting Authority is concerned with the functionality and quality of the offered system. Examples of requirements that can be set are:— The system shall be a complete system for parking control on streets, independent of how the vehicle that is being checked is parked, for example, kerbside, at right angles to the road or slanted parking;— The system shall be able to support the driver choosing whether the system takes pictures of/scans the vehicle on 1 or both sides of the road. This is due to one-way streets. The system must also be able to take pictures/scan number plates on both sides (front and back) of kerbside parked vehicles;— The system must be able to read number plates in all Norwegian weather and light conditions;— The system must have a minimum of 96 % hit rate and reliability in reading number plates for all types of parking;— The system must function in hybrid vehicles (the Agency's vehicles);— The system must take the Contracting Authority's vehicle design into consideration and not block warning lights or visibility;— The system shall comply with safety, HSE and Norwegian law;— Equipment that is delivered must, as a minimum, have a guarantee and lifetime of 5 years;— The system must support GPS accuracy of at least 50 cm for placing vehicles that are wrongly parked/have not paid a fee;— The system must function together with systems that the Contracting Authority uses (see ‘Integrations/interface’ below.See the attached qualification documentation for further information.

Requirement: Tenderers shall be a legally established company.
Documentation Requirement: Norwegian companies: Company Registration Certificate.
Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law in the country where the company is established.
Requirement: The Service Provider tax affairs shall be in order in relation to payment of tax and VAT.
Documentation requirement: Tax and VAT certificate, not older than 6 months.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Credit evaluation/rating, not older than six months, which is based on the last known accounting figures.
Minste nivå(er) av standarder: Tenderers must have the financial capacity to implement the assignment/contract.
Teknisk og faglig kapasitet:
If a Tenderer will use other companies' capacity to fulfil the qualification requirements, a declaration of commitment must be attached from these other companies stating that the Tenderer has authority over the necessary resources.
Documentation requirement 1: A reference list shall be provided of the most important assignments in the last 3 years, including information on value, date, as well as the name of the recipient. A description shall be given as to whether the Tenderer has delivered systems with similar requirements as those listed in point 1.2 in the qualification documentation. Tenderers shall highlight the fulfilment of similar requirements for each of the reference assignments.

Documentation requirement 2: Description of the Tenderer's total manpower. An organisation chart for this delivery shall be enclosed. Names and CVs of key persons who will be responsible for carrying out this assignment. An orientation of how much of the contract the tenderer intends to leave to sub-supplier(s).

Documentation requirement 3: An account of the tenderer's quality assurance system/management system. If a Tenderer is certified, a copy of the system certificate issued by an accredited certification body is to be enclosed.

Objektive utvelgelseskriterier:
The selection will be made amongst those who submit a qualification request (request for participation in the competition) and who are not rejected.
If more than the stated number of Tenderers are qualified for the competition, the Contracting Authority will make a selection of the number of the Tenderers based on which Tenderers are assessed to be the best qualified in accordance with the qualification criteria ‘relevant experience from similar assignments’. The Tenderers who best cover the criteria will be invited to submit a tender.

Approx. 20 000 parking lots are included in the scheme which is approved by 8 city districts.
A new control system has been procured for controlling the large amount of dutiable parking places. The system comprises vehicles with scanning equipment for number plates and for verifying if the vehicle is legally parked, the parking fee is paid, has resident parking permission and is parked on a legal lot Any deviation thereof shall be registered as assignments for the Districts' parking wardens who enforce in accordance with manual routines.

The tenderer shall offer scanning equipment for up to 4 inspection vehicles.
Option 2 — Mobile apps.
The tenderer has offered mobile apps for the Districts' parking wardens to use for notifications of assignments sent from the scanning vehicle.
