When the permanent scheme for resident parking is implemented, the existing free kerbside parking places in city districts that have implemented the scheme will be subject to charges. Persons who are granted resident parking permits can then use these charged parking places without further payment, whilst persons without a valid resident parking permit must pay a parking charge to use these parking places. Approx. 20 000 parking places are covered by the scheme.The Contracting Authority shall procure an Automatic Number Plate Recognition (ANPR) control tool for 1-2 vehicles, with an option for a control tool for a further 3-4 vehicles.The system shall take pictures of park vehicles' number plates and interpret and check these against the number plate register/databases, as well as the Contracting Authority's geographic information system (GIS)/map system.The Contracting Authority is concerned with the functionality and quality of the offered system. Examples of requirements that can be set are:— The system shall be a complete system for parking control on streets, independent of how the vehicle that is being checked is parked, for example, kerbside, at right angles to the road or slanted parking;— The system shall be able to support the driver choosing whether the system takes pictures of/scans the vehicle on 1 or both sides of the road. This is due to one-way streets. The system must also be able to take pictures/scan number plates on both sides (front and back) of kerbside parked vehicles;— The system must be able to read number plates in all Norwegian weather and light conditions;— The system must have a minimum of 96 % hit rate and reliability in reading number plates for all types of parking;— The system must function in hybrid vehicles (the Agency's vehicles);— The system must take the Contracting Authority's vehicle design into consideration and not block warning lights or visibility;— The system shall comply with safety, HSE and Norwegian law;— Equipment that is delivered must, as a minimum, have a guarantee and lifetime of 5 years;— The system must support GPS accuracy of at least 50 cm for placing vehicles that are wrongly parked/have not paid a fee;— The system must function together with systems that the Contracting Authority uses (see ‘Integrations/interface’ below.See the attached qualification documentation for further information.
