The Directorate of Public Construction and Property is, on behalf of the University of Stavanger (UiS), managing the preparation of a feasibility study and decision basis for continued use of Kjølv Egelands hus (the KE building). The feasibility shall focus on new work and study forms and area efficiency. Consultancy assistance is wanted with the preparation of the feasibility study, including management of the process and analysis work with continual deliveries and preparation of a final report and visual presentations.The consultants shall be a part of a team with resources from UiS and the Directorate of Public Construction and Property for the planning and implementation of the project. In light of the demanding work processes at UiS, the project shall be carried out in a way that limits the amount of hours for UiS' scientific and administrative management. There will also be representatives from the union and students at UiS. UiS and the Directorate of Public Construction and Property will participate in the work through the organisation and participation of work meetings, obtaining information etc. There can be external parties who participate in the work meetings, if appropriate (e.g. municipality, businesses etc.).The Directorate of Public Construction and Property will, together with UiS, see to a mapping of the current use of the building, in the form of obtaining and registering presence. This information shall be used in the work on the feasibility study.

Beskrivelse av opsjoner:
The project's extent and content shall be clarified through the establishment of an activity plan. The project could be expanded at a later date.
Examples of expansions are:
— Expansions regarding the use/area strategy of the KE building:
An expansion of the assignment can be taken up after finds in the mappings, registrations and/or user processes. The follow-up of finds in the feasibility study's initial activities could also be expanded in the form of more detailed feasibility studies and sketches of a solution. E.g.:

- preparing a solution and the contract basis for simple improvements.
- assist with the implementation of pilots of new solutions in parts of the building.
— Expansion of the use/area strategy for parts of or the remaining buildings at UiS:
UiS would like to have an area strategy for all its buildings on campus, i.e. for further buildings totalling 75,000 m2 gross. The expansion can take the form of looking at needs and defining the use/area strategy for several buildings on campus. This work will be based on general aims, visions and strategies prepared in the main assignment. The Directorate of Public Construction and Property will, together with UiS, see to a mapping of the current use of the building, in the form of obtaining and registering presence.
