The project deals with facilitating for the migration of courses, meeting and office activity in Gamle Hovsetervei 3, Building A. A design group has been set up that consists of the Contracting Authority and user representatives, internal resources and involving of Property Management. The project is based on a feasibility study that was prepared by LMR Arkitekter on assignment from Statped. The Directorate of Public Construction and Property has sent in an application on framework permission to Oslo kommune with the use of external architects. The function as a responsible applicant will be supplies turnkey contractor after this is contracted.Requirements for which services will be provided by the builder's ombudsman are in the attached performance description for builder's ombudsman.The assignment shall be carried out for a fixed price.The builder's ombudsman is expected to be present on the construction site. The Directorate of Public Construction and Property will require an average work loading from the building's ombudsman of 2 to 3 days a week (approx. 50 %) in the engineering design and construction period. In addition, the builder's ombudsman must calculate 1 day a week with follow-up in the trial operational period and 1st claim.

The tenderer is required to have a legally established company.
Company Registration Certificate, foreign companies are required to have an equivalent certificate in the country where the company is registered, alternatively StartBANK ID.
Økonomisk og finansiell stilling:
Tenderers are required to have satisfactory financial implementation ability.
The extent of the turnover will also be emphasised.
Complete Annual Financial Statements for the last year, including the audit report, alternatively StartBANK ID. Statsbygg reserves the right to carry out a credit rating of all tenderers.
Teknisk og faglig kapasitet:
1) Tenderers are required to have sufficient experience from assignments with comparative value.
A description shall be provided, of approx. 1 A4 page per project, for up to 3 reference projects with a transferable value, with information on, amongst other things:
— The name of the project and the Contracting Authority;
— The project's size in m
— Type of contract;
— The assignment's contract value excluding VAT;
— The company's assignment/role in the project;
— Start up time and completion time (year) if not completed, where are we up to in the project;
— In what phases the assignment was carried out.
2) The tenderer is required to have a good system for performance control.
Description of the system for performance control, with a description of the methods and equipment.
3) Tenderers are required to have secure implementation ability (capacity).
Overview of the number of employees in the company, divided into job categories.
4) It is a requirement that the person(s) offered as HSE coordinator has education as follows:
— 40 hours industry orientated course in the applicable working environment law.
— Course certificate for the offered person.
