The enquiry is for a turnkey contract with a solution proposal for a combined teaching and sports building at NTNU and Sit, with approx. 13 000 m2 and 5 000 m2 gross respectively and the accompanying infrastructure and outside areas. The building shall be constructed on a developed site at Øya in Trondheim. Demolition of the existing building (approx. 10 000 m2 gross) will be included in the assignment. The turnkey contractor shall adapt their solution proposal to the site in question.The tender contest will be held in the period mid September 2016 to mid December 2016. A binding contract will be signed with a turnkey contractor, based on the evaluated solution proposal and price offer, subject to the Norwegian Parliament's decision to continue.The engineering design services for the solution proposal shall be developed to a maturity that allows the Directorate of Public Construction and Property to decide the cost limit level and get user acceptance of functional systems and operation/techniques. The Directorate of Public Construction and Property will choose one winner based on the solution proposals and the price offers. A contract will be signed for the preparation and detailed engineering design services/execution contract. The project is a so-called ordinary project, which means that continuation to the detailed engineering services/execution rests with the government/the Norwegian Parliament's priorities.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer is required to have a legally established company.
Company Registration Certificate, foreign companies are required to have an equivalent certificate in the country where the company is registered, alternatively StartBANK ID.
Økonomisk og finansiell stilling:
It is required that the tenderer has sufficient financial implementation ability.
The extent of the turnover will also be emphasised.
Complete financial statements for the last year, including the audit report, alternatively StartBANK ID.
The Norwegian Directorate of Public Construction and Property reserves the right to obtain a credit rating of all tenderers.
Teknisk og faglig kapasitet:
The contractor is required to have sufficient experience from assignments with comparative value.
The construction of teaching buildings and sports buildings will be given increased weighting.
All the reference projects for the tenderer shall have been carried out as turnkey contracts (in the execution phase/
construction phase). TE shall also have been responsible for the engineering design services in a preliminary project in at least one of the projects (see the Directorate of Public Construction and Property's project model).
The reference projects shall have been executed (started or completed) in the last 3.5 years (after 2012).
1. A description shall be submitted of up to 3 reference projects with comparative value, with information on:
a. The project name
b. The Contracting Authority
c. Type of building
d. The project's size in m
e. The firm's assignments/role in the project.
f. Type of contract (if this is a turnkey contract with responsibility for engineering design, whether own employees or sub-contractors have designed the project)
g. The assignment's contract value excluding VAT
h. Start-up date and completion date (year) / if not completed — what phase is the project in?
i. Use of BIM
j. Environment ambitions, including Breeam certification
2. If the company/companies who shall carry out the engineering design services are other than the executing turnkey contractor (or if the reference projects under no 1 are not turnkey contracts where employees of the executing turnkey contractor have designed), the engineering design company/companies who shall execute the engineering design services shall document up until 3 reference projects with comparative value, with information as stated in point 1 above, as well as which phases the assignment was performed in.
