The capacity at Oslo Prison departments B/C is, according to KDI's assessment, decisive for safeguarding the police's work during investigations of criminal actions. Oslo Prison is also favourably located close to Grønland police station and Oslo courthouse. KDI would therefore like to start further planning of the further development of Oslo Prison, departments B/C.KDI further requests that a baseline room and function programme is prepared with a subsequent sketch project that shows alternative future solutions at Oslo Prison departments B/C. Proposed solutions shall accompany early phase calculations (P10/P90), possible progress plan and a risk assessment of the project.Based on the chosen alternative, anchored at the contracting authority, a preliminary project and uncertainty analysis shall be prepared with the subsequent cost limits (P50/P85).The buildings within the wall shall be further developed to a functional prison for 250 cell places (HS2) with the accompanying functions and areas, primarily for remand. This is to be done by assessing demolition (both building and wall) and renovation of the existing buildings in combination with a new building. In dialogue with the Cultural Heritage Management Office, prior permission has been granted to demolish block D as well as make assessments on block C (demolition/alterations). Blocks A and B as well as the basements (under blocks A and D) are important elements left over from the brewery history and shall be kept.

Tenderers are required to have satisfactory financial implementation ability. The extent of the turnover will also be emphasised.
Complete annual financial statement for the last accounting year including the audit report.
The Directorate of Public Construction and Property reserves the right to carry out a credit evaluation of all tenderers.
Teknisk og faglig kapasitet:
Education requirements (for offered persons):
— Course in applicable* builder regulations (minimum 2 days);
— 40 hours industry orientated course in the applicable* working environment law;
— Course in risk analysis (minimum 2 days);
— Course in SJA (min. 1 day);
— Course certificate.
1. Tenderers are required to have sufficient experience from assignments with comparative value in the engineering design and construction phase. Projects from both phases shall be enclosed;
2. Tenderers must have a secure implementation ability (capacity);
3. Tenderers are required to have good management and quality control systems.
1. A description shall be submitted (see the form for the qualification criterium) of up to 3 reference projects with comparative value, with information on:
—The project name;
— Contracting authority;
— The size of the project in m
— Type of building, including whether it was new construction or renovation;
— The assignment's contract value excluding VAT;
— Description of the role in the projects.
2. Overview of the number of employees in the company with relevant competence;
3. Describe your quality system (1-2 A4 pages), how it shall be used by the executing KP and for executing KU and how this gives the project more value in the form of better quality and efficiency.
