— Engineering Design Group Coordinator (PGK);
— Architect (ARK);
— Consultant engineer for construction (RIB);
— Consultant engineer for fire (RIBR);
— Consultant engineer for HVAC (RIV);
— Consultant engineer for electro (RIE);
— Consultant engineer for door environment (RID);
— Technical System Integrator (ITB).
The Directorate of Public Construction and Property has received an assignment from the Norwegian Correctional Service for a draft/preliminary project for the demolition/new building and renovation of Oslo prison departments B and C. This will most likely be followed by a construction phase at a later date. The draft phase shall start in November 2016 and the preliminary project in August 2017. The assignment involves planning for a prison that is primarily used for remand with approx. 250 cell places with the accompanying functions and areas. All the buildings inside the wall are included in the project. Several alternative solutions shall be prepared early in the draft project, of which 1 of these shall be continued for the remainder of the draft project and the preliminary project.

The property is currently in operation 24/7 and the degree of prison operations in the construction phase shall be assessed in this project.
Department B is on the Cultural Heritage Management Office's yellow list and department C is in the national protection plan protection class 2.
Department B (‘Bayer’) was erected in the 1870s and it was originally a part of the Christiania Aktie Beer Brewery. This organisation was discontinued in 1931. After some reconstruction, department B opened as a prison in 1934. In the 30/40 years Department B was extended in several stages. Currently there up to 5 floors above the ground + loft, and 2 cellar floors. Department B consists of approx. 18 000 m

Department C was erected in 1880 as the director's residence and the administration for the beer brewery. This building was later altered to a prison hospital. This building is currently used by the ‘Stifinner’.
A condition analysis in 2014 documented that the buildings are generally in very bad condition, with condition degree 3 for many elements, particularly the technical professions. After consultation with the Cultural Heritage Management Office, parts of department B can be demolished and a new building erected.

Requirement: Tenderers are required to have a legally established company.
Documentation: Company Registration Certificate. Foreign companies are required to have a corresponding certificate as prescribed by the laws of the country where the company is registered.
Tax and VAT certificates.
A joint certificate on taxes (tax, advance tax deduction, garnishment, payroll tax) and VAT (Tax certificate) shall be presented.
The tax certificate can be ordered from Altinn. The certificate must not be more than 6 months from the tender deadline.
Tenderers with a registered office in an EEA country other than Norway must submit equivalent certificates in accordance with procurement regulations §§ 11-10 (3) and 20-12(3).
Økonomisk og finansiell stilling:
Requirement: Tenderers are required to have satisfactory financial implementation ability. The extent of the turnover will also be emphasised.
Documentation: Complete Annual Financial Statements for the last fiscal year including the audit report.
The Directorate of Public Construction and Property reserves the right to carry out a credit evaluation of all tenderers.
Teknisk og faglig kapasitet:
Requirement: ARK, RIB, RIBr, RIV and RIE and RID (businesses) are required to have good experience from the engineering design of construction projects with a transfer value.
PGK (the company) requires sufficient experience with multi-disciplinary coordination of engineering design services for construction projects with a transferable value.
ITB (the company) requires good experience from technical system integration in construction projects with a transferable value.
Good experience is required with the use of BIM in the engineering design for ARK, RIB, RIV and RIE.
Tenderers must have a secure implementation ability (capacity).
Documentation, fill in on separate form enclosed with the documentation.
A description of approx. 1 A4 side per project for up to 3 reference projects with a transferable value is required for each company in the group, for the disciplines they represent, including information on, amongst things:
— The name of the project;
— Contracting authority;
— The size of the project in m
— Type of construction, including whether it was new construction or renovation;
— The assignment's contract value excluding VAT;
— The firm's assignments/role in the project;
— In what phases the assignment was carried out;
— The start-up date and completion date (year) / if not completed — where 1 is in the project;
— The company that will have the role of PGK shall in addition provide information on what disciplines were coordinated. Disciplines are to be listed;
— For the companies that have a role as ARK, RIB, RIV and RIE, a specific account shall be given for the use of BIM in the projects.
2. Overview of the number of employees in the company with relevant engineering design competence divided by discipline and job category.
