The Ministry of Health and Welfare has given The Directorate of Public Construction and Property the task of assisting The Archive with planning and development of a digitising system for The Norwegian Health Archive at Tynset.Extract from the assignment letter:‘The Norwegian Health Archive shall contain functions for receipt, digitising, discarding, digital preservation and management of the patient records that are included in The Norwegian Health Archive. All functions connected to The Norwegian Health Archive except the preservation of a range of paper archives shall be taken care of in the archive building at Tynset. The premises shall be dimensioned for up to 58 man-labour years when the system is in full operation.’The new construction shall be located on Sykehusveien at Tynset, on a site that has been planned for this purpose.Programming for the competition is based on a gross area of up to 27 700 or up to 3 100 m2 GFA depending on which solution is selected for temporary storage of paper-based records. The selection is between traditional rolling archives and different types of automatic solutions. The basis for the tenderers' solution proposals will be clarified in the tender documentation.The building shall include a computer centre for servers, network equipment, tape robots and other computer equipment for storage of digitised patient records. The computer centre's area will be approx. 220 m² with the addition of an area for backup power, HVAC/cooling and other associated infrastructure.The building should be area and cost efficient. Where cost effective, there should be distinction between the different functions/zones concerning the selection of material use and protection in the building.The Directorate of Public Construction and Property shall be entitled to give KORO (Art in public spaces) and contracted artists the opportunity to request services under the contract.It is planned to sent out the tender documentation in the middle of November 2016, with the tender deadline at the beginning of February 2017.In this tender competition tender offers with solution proposals that fulfil the requirements in the competition will be rewarded with an amount between 150 000 NOK and 300 000 NOK per tenderer, the final amount will be stated in the tender documentation.Execution of the construction phase is dependant on The Norwegian Parliament's funding decision in the revised national budget for 2017. This will be in place by the end of June 2017. It is therefore subject to whether The Norwegian Parliament in it's consideration of the final cost endorses the project. If The Norwegian Parliament does not provide funds for the execution, The Directorate of Public Construction and Property retains the right to cancel the contract against payment for the works the turnkey contractor has carried out up until the contract is cancelled, but without obligation to pay compensation for the parts of the contract work that will not be carried out.
