The tenderer is required to have a legally established company.
Company Registration Certificate, foreign companies are required to have an equivalent certificate in the country where the company is registered, alternatively StartBANK ID.

Tenderers are required to have sufficient financial capacity to implement the contractual works.
The extent of the turnover will also be emphasised.

Statsbygg reserves the right to carry out a credit rating of all tenderers.
Teknisk og faglig kapasitet:
A. Implementation ability.
The tenderer's company shall have an organisation and size which ensures the execution of the project within the provided progress plan, c.f. the document ‘Orientering om prosjektet’ (‘Information about the project’).
An overview of the tenderer's total manpower.
The tenderer's organisation plan on business level.
B. Quality assurance system.
The tenderer shall have an established quality assurance system.
The tenderer's quality assurance system, system overview/table of content, including the date of the latest internal revision.
Or
An ISO-9001 certificate.
C. The tenderer's competence and experience.
Substantial experience with assignments of comparable nature, including:
— Experience with laboratory environments,
— Control of system with PLCs (programmable logic controllers) configured in warm standby redundancy,
— Controlling/regulating/monitoring air-treatment generators in redundancy, lock system management.
A description shall be provided, of approx. 1 A4 page per project, for at least 3 reference projects with information on, amongst other things:
— the name of the project;
— contracting authority;
— the project's size in m² and cost;
— type of building;
— the assignment's contract value excluding VAT;
— type of contract;
— the start-up date and completion date (year) / if not completed — the stage of the project the tenderer is in at present.
