A decision has been made that the veterinary training and the Norwegian Veterinary Institute shall move from Adamstuen in Oslo and be jointly located at NMBU in Ås as a result of the merger of the Veterinary University College and the University for the Environment and Life Sciences to Norwegian University of Life Sciences NMBU. The Ministry of Education (Kunnskapsdepartementet) has given Statsbygg the assignment of implementing the construction project.The Directorate of Public Construction and Property has worked on this project for several years, and the construction of the 63 000 m2 large veterinary building for veterinary training and The Norwegian Veterinary Institute has now begun. The plans for the project are being prepared in close consultation with the users. This is the largest total development in the university and university college sector, ever in Norway. Altogether, the new buildings have 74 000 m2.In the new veterinary building, there will also be traditional teaching premises, offices, library and canteen, also special areas such as laboratories, animal stables, animal hospital, aquariums etc. will be established. Safeguarding infection control concerns in relation to the environment and internal work environment requires comprehensive and advanced technical installations. In addition, good constructional solutions are required to separate areas where infectious materials are handled and other areas.Enova has agreed to support the project, in regard to the passive house programme. According to the plan, the project should be finished in 2019.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer must be a legally established company.
Company Registration Certificate (alternatively Startbank ID).
Foreign tenderers can instead enclose an equivalent certificate as legislated by the law in the country where the tenderer is registered as a company.
Økonomisk og finansiell stilling:
The tenderer shall have sufficient economic and financial standing to execute the contract.
Annual Financial Statements for the last 2 years with associated reports from the Board and Auditor (alternatively Startbank ID, the Board's report must be attached to the tender offer regardless).
If the tenderer cannot provide the above mentioned documentation, or wants to document that this gives a misleading picture of his economical or financial situation, he may prove his economic and financial position by providing other documents relevant to the company's accounting figures/finances. The applicant must in particular explain why the requested documentation cannot be delivered or why it gives a misleading picture.

The Directorate of Public Construction and Property reserves the right to obtain a credit rating/credit evaluation of the applicants.
Teknisk og faglig kapasitet:
The tenderer shall have sufficient capacity to execute the contractual works.
Report of the tenderer's average workforce for fulfilment of this type of service (design, engineering design and execution of the advanced automation system) and the number of employees in this administration management during the last 3 years.
The tenderer shall have a good and well functioning quality assurance system.
Brief description of the company's quality assurance system.
Alternatively, documentation can be attached demonstrating that the tenderer is certified according to NS-EN ISO 9001.
The tenderer shall have good experience with design, engineering design and execution of equivalent assignments, hereunder:
— At least 1 hospital (minimum GFA 15 000 m2);
— At least 1 assignment with installation of automation on major buildings (at least GFA 20 000 m2);
— Engineering design and execution of automation system.
List of the tenderer's most important, relevant deliveries during the last five years when calculated from the expiry of the application deadline.
The list must contain descriptions of the deliveries, the value of the deliveries, the name of the contracting authorities and their contact person(s) with contract data (telephone numbers and emails), as well as the dates for the deliveries.
The Contracting Authority reserves the right to contact the listed delivery recipients as references.
