The objective of this procurement and the scope of contract is the purchase of a work boat and davit to be fitted on board the new research vessel replacing the existing ‘Dr. Fridtjof Nansen’, as further specified in the Tender document section 1.4.
The place of delivery for the work boat and davit is Gondan Shipyard, Puerto de Figueras s/n, 33794 Castropol, Asturias.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

1. Tax certificate.

Mandatory requirement: The tenderers must have submitted tax imposed duties to the National Tax-authorities and paid Value Added Tax (VAT), income tax and payroll tax. It is a requirement that the tenderers do not have outstanding payment of VAT, tax and payroll tax. If the tax certificates show arrears, an explanation and justification must be enclosed, as well as an approved repayment plan confirmed by the Tax-authorities.

Documentation: Tax-certificates not older than 6 months, calculated from the tender deadline. Tax-certificates are defined as:

— Tax and VAT Certificate issued through Altinn or by the tax office or tax collection office for tax/payroll tax and VAT.

— Foreign companies are to provide authorization/certificates/documentation from the corresponding National Authorities in the countries where they are registered for tax showing that they are aligned with their responsibilities regarding payment of tax and duties.

2. Health, Safety and Environment (HSE) declaration.

Requirement: The tenderers shall declare that the company has a functioning Health, Safety and Environment system (HSE), which is systematically working to fulfil the requirements of health, safety and environment legislation (national legislation) and thereby fulfils the requirements in the regulations on systematic health, environment and safety work in business.

For work to be performed in Norway, the Contracting Authority requires that the tenderers presents a declaration form stating that the tenderer meets, or will meet within the date of the contract award, the legal requirements in Norway concerning health, safety and environment (HSE).

Documentation:

— For Norwegian companies: HSE declaration in accordance with Attachment 1A to the Tender document.

— For non-Norwegian companies: HSE declaration in accordance with Attachment 1B to the Tender document.

3. Legal status.

Requirement: The service provider shall be a legally established company and registered in a trade register, commerce register or company register as prescribed in the legislation in the country where the service provider is established.

— For Norwegian companies: Company registration certificate and/or print out from the Register of Business Enterprises/Entity Register;

— Non-Norwegian companies: Documentation of enrolment in the trade or business register, commercial register or companies register as required by national legislation, in the country where the company is established.

Økonomisk og finansiell stilling:

— Credit rating / business credit report, not older than 3 months, based on the last known accounting figures and that includes, among others, information on ownership, payment remarks, rating, credit limit recommendations etc. The rating shall be carried out by a credit information company that has a license for its activities (ex. Dun & Bradstreet, Experian, Bisnode etc.);

— The credit rating must not be worse than A (credit worthy) or equivalent if another rating is used (number rating);

— Tenderers with a lower rating than A or equivalent (i.e. not credit worthy or credit worthy with security) will not be considered.

The contracting authority reserves the right to demand further information in order to verify whether the tenderer has sufficient financial strength, such as, for example, the annual accounts, Board of directors financial report and/or Auditor's financial statement or similar.

Minste nivå(er) av standarder: Sound financial status of the Company.
Teknisk og faglig kapasitet:

1. Experience: As documentation of fulfilment of this qualification requirement the tenderers shall provide a list of at least three equivalent deliveries in the last 3 years as references. This is done by filling in the reference form, cf. Attachment 2 to the Tender document. The reference form shall state the recipient of the delivery, content of delivery, the value of the contract and the date of delivery.

The listed references can be contacted if needed for clarification of their relevance, thus a contact person at the recipient/buyer with corresponding contact information shall be provided.

2. Quality assurance: The tenderer shall provide a detail description of methods and procedures for quality assurance, with emphasis on continuous analysis and improvement, as well as a description of the tenderer's exploration and research opportunities. Any issued ISO certificates can be attached.

1. Experience: The tenderer shall document relevant experience from similar contracts.

2. Quality assurance: The tenderer shall have a system for quality assurance.
