STFK, hereafter called the contracting authority, hereby invites tenderers to an open tender contest for the procurement of waste services for the entities in STFK. The contracting authority would like to enter into a framework agreement with one service provider for the entire tender contest.

The framework agreement will be valid from 1.12.2015 to 30.11.2017, with an option for an extension for 1+1 year.

Tax certificate — Requirement: The tenderer shall have orderly conditions in relation to payment of tax. Documentation: Tax certificate. The certificate must not be older than six months from the deadline for submitting the application. Any arrears or other irregularities must be justified. If the tenderer is planning to engage sub-suppliers, certificates for them must also be submitted. In Norway the certificates are issued by the tax collection office and the tax office. Tenderers from other countries shall enclose equivalent certificates from the country where the tenderer is established.

HSE Self-declaration — Requirement: The tenderer shall have an effective HSE system. Documentation: Filled in and signed Annex Self-Declaration Form Health, Environment and Safety (HSE), annex 2. If the tenderer is planning to engage sub-suppliers, certificates for them must also be submitted.

Company Registration Certificate — Requirement: The tenderer must be a legally established company. Documentation: Norwegian companies: Company Registration Certificate. Foreign companies: Certificate verifying that the company is registered in a trade index or a Register of Business Enterprises, as required by the country where the tenderer is established.

Økonomisk og finansiell stilling:
Credit appraisal — Requirement: The tenderer must have the sufficient financial capacity to implement the assignment. Documentation: Credit appraisal/rating, not older than six months, which is based on the last known accounting figures. The rating must be carried out by a publicly approved credit rating institution.

Public certification — Requirement: The service provider and any collaboration partners must have the necessary public certifications for waste services. Documentation: The certificate is to be enclosed.
Liability insurance — Requirement: Service providers shall document that they have insurance that covers compensation liability for damages that the service provider inflicts on the contracting authority or a third party or property when carrying out the assignment. Documentation: Insurance certificate.

Teknisk og faglig kapasitet:
Experience — requirement: Service providers shall have experience from a minimum of two equivalent assignments during the last three years, equivalent assignments means waste services for major public entities. Documentation: Description of the tenderer's two most relevant assignments during the last three years. The description must include a statement of the contract's value, date and recipient (name, telephone number and e-mail address). The tenderers must substantiate the assignments' relevance through the description.

Manpower and equipment — Requirement: The tenderer shall have sufficient implementation ability and capacity. Documentation: A statement of the tenderer's average workforce during the last three years and the equipment, machinery, tools, material or technical equipment that are available to the tenderer in connection with implementation of the agreement/assignment.

Quality assurance system/management system — Requirement: The services that are to be provided must have a good and well-functioning quality assurance system. Documentation: A statement regarding the tenderer's quality assurance system/quality management system (quality handbook) or a copy of the system certificate issued by accredited certification bodies, or similar documentation.

Tenderers are required to have an environmental management system. An account of existing routines for environmental management — waste is dealt with in an environmentally responsible way. If this is described in an environmental management system, a valid certificate can be presented.
