Washing, sewing, upholstery service and washing and maintenance of helmets and protective masks, mainly in Troms and Finnmark:
Washing, cleaning, impregnation and other treatment and after care of clothing/ textiles/ commissariat materiel.
Sewing and small repairs, for example repairs and modification of uniforms/textiles, repair of membranes by sealing of seams on clothing and alteration of individual items.
Helmets — washing of helmets and linings, as well as maintenance/replacement of linings.
Upholstery service / industrial sewing of repairs/ maintenance of for example backpacks, combat vests, covers / table clothes / nets, bags (pouches) etc.
Washing and maintenance of protective masks.
There will be several contracts established, depending on the tender offers.

Requirement:
The tenderer must be a legally established company.
Documentation requirement:
Norwegian Tenderers — Business Registration Certificate.
Foreign tenderers — confirmation that the Tenderer is registered in a trade register or company register in accordance with the law in the country where the Tenderer is established.
Økonomisk og finansiell stilling:
Requirement:
The tenderer shall have sufficient financial strength to be able to fulfil the framework agreement.
Documentation Requirement:
The Norwegian Armed Forces requires that the Tenderer submits their credit rating, not more than three months old, from an approved credit rating institution.
The tenderer shall further deliver annual financial statements including notes with the management — and auditors reports from the last 2 years.
The Buyer reserves the right to request/gather further information in order to verify that the tenderer has sufficient financial strength.
The tenderer must be prepared to allow the Buyer's regulatory body to undertake a financial analysis of the Tenderer's ability to fulfil the framework agreement.
Teknisk og faglig kapasitet:
Requirement 1:
The tenderer shall possess sufficient capacity to complete the delivery.
Documentation requirement 1:
A description of the tenderer's capacity/resources with i.a. machines and equipment, production processes/ production facilities, premises and storage, logistics etc., as well as an account of how suited the Tenderer considers this to be in relation to the delivery/ the service(s).

Requirement 2:
The tenderer shall have good experience from similar assignments.
Documentation requirement 2:
A list of similar deliveries from the last 3 years, with a short presentation of the delivery, as well as the name, position, telephone number and email address of the client's contact person.
The Contracting Authority shall be given the opportunity to contact the referees. The tenderer must have informed the referee in advance that they may be contacted.
Requirement 3:
The tenderer shall have good professional qualifications in order to carry out the framework agreement..
Documentation requirement 3:
Description of manpower for the assignment. Description of the key personnel 's experience and professional qualifications by submission of any relevant certificate of apprenticeship, certifications or other documentation (particularly for sewing services).

Requirement 4:
Control systems (applies only in relation to service group 1 - washing and cleaning, and not the other service groups):
To ensure low environmental impact of the the washing service during the contract period, the tenderer is required to have systems for management and monitoring of the following conditions:
— Chemical consumption;
— Waste management;
— Energy consumption;
— Water consumption;
— The washing processes;
— Hygiene and cleaning;
— Maintenance of machines and premises;
— Training program (chemicals, correct dosing etc.);
— Written work instructions.
Documentation requirement 4:
Provide a statement of existing procedures that document the requirement is met. If procedures are described in the organisation's quality or environmental management system in accordance with ISO 14001, EMAS or other third party verified systems, it is sufficient to submit a copy of the certificate. Any copies of licences for the Swan eco-label, Eco-lighthouse or equivalent.
