Wash and hire of environmentally friendly work clothing for the dental health service in Hordaland

Hordaland fylkeskommune

Hordaland fylkeskommune shall enter into contract for hire and wash of work clothing for the county's 56 dental clinics. The contract is divided into five packages for dental health districts in respectively, the East, North, Central, South and West.
A framework agreement will be signed with up to 5 tenderers for the assignment. The framework agreement will be from 15.1.2016 to 14.1.2018. The contracting authority shall have an option for an extension of the framework agreement for a further 1 + 1 year. The maximum total agreement period is 4 years.

Hordaland fylkeskommune wants an option on wash of hand towels, tea-towels, wash cloths, table cloths and other dental clinic items that require washing, if we need this during the agreement period. The dental clinics will be free to utilise the option. The option will not be included in the evaluation.

The tenderer must be a legally established company.

Documentation requirement:

Norwegian companies: Company registration certificate.

Foreign companies: Proof that the company is registered in the trade or business registry as prescribed in the legislation of the country in which the supplier is established.

Økonomisk og finansiell stilling:

The tenderer must have the financial capacity to implement the assignment/contract.

Documentation requirement: The tenderer's Annual Financial Statements including notes with the board's and auditor's reports from the last year.

If the Annual Financial Statement for the last year has not been completed by the tender deadline for this competition, provisional Annual Financial Statement for last year must be provided.

The contracting authority reserves the right to obtain a credit rating of the service provider itself. Financial strength will be evaluated in relation to turnover, operating profit margin, solidity and liquidity.

Teknisk og faglig kapasitet:

The tenderer shall have relevant experience from at least two similar assignments during the last 3 years.

Documentation requirement: Description of the tenderer's 2 most relevant assignments during the last 3 years. The description must include information on the value of the contract, time and recipient (name, telephone number and email address). References must be contactable if required for clarification of relevance of the contract. However, it is still the tenderer's responsibility to substantiate relevance through the description.

The tenderer must have the sufficient implementation ability and capacity to deliver the required services.

Documentation requirement: The tenderer shall give a brief and overall description of the company including:

— A description of the company's business idea, general organisation and number of employees;

— Core competence related to the delivery.

Tenderer shall give an account of the average workforce during the previous 3 years, and tools, machinery, equipment, material or technical equipment at the tenderer's disposal in connection with implementation of the contract/assignment.

The tenderer shall have a good, well-functioning quality assurance system for the requested services that will be provided.

Documentation requirement: Description of the tenderer's quality assurance system/quality management system or copy of system certificate issued by accredited certification bodies, or equivalent documentation.

Kontraktutførelse
Innskudd og garantier som kreves:

The tenderer shall be up to date with: the payment of tax and VAT.

Documentation requirement: Certificate for tax and VAT, not older than 6 months calculated from the tender deadline.

Foreign tenderers shall provide certificates from equivalent authorities to the Norwegian ones.

Tenderers with tax arrears can enclose an explanation thereof.

Tenderers shall not be legally convicted for participation in a criminal organisation or for corruption, fraud or laundering money. This is to be affirmed by checking the ‘yes’ box.

Documentation requirement: A self-declaration regarding conduct. The template that is attached to the tender documentation can be used, cf. annex 4.
