W&S consulting services with minor subjects for roads, electro and landscape architect (LARK)

Sel kommune

The municipality has 7 system operators and skilled workers for operation and maintenance of all water and sewage systems and 3 divisional engineers for W&S and roads. The daily routine for technical operation is hectic. The department has been understaffed, there are many public inquiries and the current activity levels, the department has problems with the implementation capacity in regard to project management and construction management of municipal W&S systems. In this connection, the Contracting Authority wants to enter into agreement for consulting services in W&S with the minor subjects of roads, electro and landscape architect. The framework agreement concerns consulting services for the execution of measures in accordance with the approved main plan for water supply and sewage 2015-2024. In addition, the agreement includes hydrogeological assistance with the ground water installations in the municipality.

Requirement:
The tenderer must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).
Documentation requirement:
Certificate for tax and VAT. The certificate shall not be more than 6 months from the tender deadline. The certificate can be obtained electronically in Altinn. For further information, see www.skatteetaten.no
For foreign tenderers:
Foreign tenderers must submit equivalent certificates from their own country, that show that they have an arrangement for the payment of tax and duties. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/person responsible for Finance.

Økonomisk og finansiell stilling:
Requirement:
Tenderers shall have sufficient financial capacity to fulfil the contract, including satisfactory turnover, earnings, degree of liquidity and equity. The payment experience must be satisfactory.
Documentation requirement:
A credit rating from an approved credit rating agency. The rating shall be based on the last fiscal figures. The key figures in the requirement must be presented together with an assessment of the tenderer's payment experience (degree of bankruptcy risk/bankruptcy prediction).

Teknisk og faglig kapasitet:
1. The service provider shall possess sufficient capacity to complete the delivery.
Documentation requirement:
A description shall be given of the service provider's technical personnel or technical entities the supplier has at their disposal to fulfil the contract.

2. The tenderer shall have good experience with implementation of corresponding deliveries.
The tenderer shall enclose a list of the principal, relevant deliveries the previous 3 years, including information about the name of the customer, value, scope, date and description of the delivery.
It shall be possible to contact the reference. Name, telephone number and e-mail address shall therefore be given. Use Annex 4.
3. The tenderer should have good procedures for quality assurance.
Short presentation of the company's procedures regarding quality management, with emphasis on quality assurance, resource management, management responsibility and continuous analysis and improvement.
The presentation shall refer to the tenderer's system for checking its own work and reporting both internally and to the contracting authority.
Any certifications of quality assurance systems can be submitted in addition to the description.
