Norsk rikskringkasting AS (NRK) (The Norwegian Broadcasting Corporation)

Norsk rikskringkasting AS (public), TV 2 AS, Modern Times Group MTG AS and Discovery Networks Norway AS (commercial) as the Contracting Authorities, shall procure delivery of a continuous electronic survey of viewer behaviour in Norway (hereafter called the ‘TVOV survey’). The TVOV survey shall deliver the official numbers for TV and Online Video watching in Norway (‘TVOV’). The service must be of high quality in order to be credible as the correct description of TVOV in Norway, as well as being able to function as currency for the purchase of sales and advertisements. Norwegian TV companies have been the contracting authorities for TAM-services (Television Audience Measurement) in Norway since 1992. The current TAM service has a national representative panel consisting of 1 000 private net reporting households. Medienorge is an information centrer for facts about Norwegian media. It was established by the Ministry of Culture in 1994.
the purpose of the procurement is for the Contracting Authorities to procure a TVOV survey that will always provide a representative picture of viewer behaviour for persons residing in private households in Norway, including the strength of the relationship between the different parties in the TVOV market. The TVOV survey shall deliver representative viewer data of high quality, which can be broken down into demographic, screen, point in time, place and distribution platform. The survey will measure TVOV in and outside of the home, linear as well as non-linear (‘On Demand’). Together with the Contracting Authorities, the selected tenderer will work so that the data resulting from the TVOV survey has such credibility that it can be used as the ‘official’ measurements of viewer behaviour in Norway.
The performance will include a continuous survey based on electronic behaviour registrations, including the selection and training of a panel, installation and testing of equipment and/or software, delivery and development of analysis software, trial operation etc.

Applicants' economic and financial standing shall be robust enough to maintain a visible presence during the contract period.
Minste nivå(er) av standarder:
— The company's Annual Financial Statements for the last three years, including the annual report (if possible), and any recent information that is connected to the company's fiscal figures.
— The figures for the last 3 Financial years that show the tenderer's turnover for services of the same character as the TVOV survey, to the degree that information on such turnover is available.
Teknisk og faglig kapasitet:
Applicants shall have good ability to execute the assignment. It is required that applicants, national or international, have or plan to set up an organisation that can demonstrate relevant experience for execution of the TVOV survey.
Applicants shall have a good and well functioning quality assurance system.
Minste nivå(er) av standarder:
— Overview of the applicant's total manpower.
— Information about which employees of the applicant will be responsible for the TVOV survey, including the manpower for the particular assignment.
— Fixed information in connection to the relevant key persons, including information about professional qualifications, educational background and professional experience. As such, CVs for the key persons should be presented.
— A list of deliveries that are comparable with the TVOV survey, or for other reasons are relevant to judge the applicant's ability/competence to deliver the TVOV survey, and what has been carried out during the last 3 Financial years. The date of the delivery, contract party and extent of the delivery are to be given for each contract listed.

— Documentation or declaration showing that the technical equipment that will be utilised in connection with the TVOV survey fulfils all requirements and pre-requisites for CE marking.
— A statement of the company's health, environment and safety policy.
— A statement of the company's quality assurance/quality management system.
