The procurement involves:
— Preparation of proposals for system, minimum 2 alternatives on ‘draft project level’, which the Contractor shall evaluate and eventually process together with RI to select a system that shall be further developed.
— Preparation of complete project materials equivalent to draft project level for selected alternatives. For this alternative, a complete basis shall be described for the turnkey procurement.
— Engineering design, including coordination with users and equipment suppliers.
— Preparation of demolition plan for buildings that are to be redeveloped, with preparation of environmental clearance description.
— Cost estimation with uncertainty analysis of costs and operation. In addition, consideration should be given to the consequences if the building shall be executed as a low energy building/passive house and/or with use of environmentally friendly materials.
— Technical evaluation of tender offers to ensure that they are in accordance with inquiry, laws and regulations.
— Execution of the evaluation of received tender offers together with the Contracting Authority.
— Preparation of contract documents.
— Assist the Contracting Authority in contracting turnkey contractor.
— Assist the Contracting Authority in the implementation phase of turnkey contract. This involved assisting in the evaluation of turnkey contractor's systems, clarification and answers to questions from turnkey contractor and general assistance in ensuring effective execution from contracting of turnkey contract until the take over of finished building with certificate of completion. Assistance in the implementation phase shall be priced in an individual form.
A room programme and room form have been prepared in cooperation with users. Sketches for possible solutions for the room program have been prepared. Prepared materials will be the starting point for further preparation in the work involved in this inquiry.
Consideration is being given to whether he establishment of temporary solutions for school yards shall be included as part of the turnkey contract. Preparation of the necessary description of the tender documentation for the establishment of temporary solutions for school yard shall be included in the delivery in this inquiry. This work shall not be included in the fixed price but hourly rate shall be included in the estimated additional work.
