The tenderer must be a legally established company.

Documentation requirement for Norwegian tenderers:

— Company Registration Certificate.

Documentation requirement for foreign tenderers:

— Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

Økonomisk og finansiell stilling:

The tenderer shall have sufficient financial strength to be able to comply with the contractual obligations.

Documentation requirement:

The tenderer's Annual Financial Statements including notes management and auditor's reports from 2013 and 2014.

If the Annual Financials Statements for the previous year are not finished before the application deadline for this contest expires, the preliminary Annual Financial Statements for 2014 should also be attached.

The Contracting Authority reserves the right to carry out a credit assessment from Experian. Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.

The tenderer may choose to rely on other companies' capacity to fulfil the requirement for the tenderer's economic and financial position.

The tenderer must, in such an event, document the resources of the companies on which he will rely and prove that he will have the requisite resources from these companies at his disposal during the contract period, for example by presenting a commitment statement, guarantee, co-operation agreement or similar. The template for the commitment statement is provided in Annex B.

This applies regardless of the legal nature of the connection between the companies, i.e. that the supporting companies can either be the contractor's parent company, another company in the same group, a co-operation partner etc.

Teknisk og faglig kapasitet:

Requirement 1: The tenderer must have adequate implementation ability.

Requirement 1 shall be documented by:

A short, overall description of the company shall be given, including:

— An account of the company's business concept, capacity and core competence related to the scope of the delivery.

— An overview of the company's history, organisation and ownership, as well as a description of the current business.

— A description of the tenderer's general execution methodology, including, amongst other things, how the tenderer organises internally for the execution of this type of assignment.

The tenderer may choose to rely on other companies' capacity to meet the technical and professional qualification requirements.

Requirement 2: The tenderer shall have good experience from similar deliveries.

Information about the reference projects shall be provided in accordance with the template in Annex C, and shall as a minimum contain:

— Description of the delivery.

— Date of execution.

— Scope of the assignment in monetary amount.

— Name, and telephone number of the reference person at the contracting authority.

The tenderer must ensure that the Contracting Authority will have the possibility of contacting the contact person(s) provided.

Requirement 3: The tenderer shall document satisfactory qualifications in accordance with the regulations about the right to accept responsibility.
