Turnkey contract school and multi-purpose hall

Råde Kommune (Råde municipality)

Råde municipality shall construct a new school with teaching rooms, culture arena and multi-purpose hall.
Most of the existing buildings shall be demolished, but primary school shall be kept and renovated to an administration wing.
A temporary pavilion shall be constructed for the pupils to use during the construction period. The pavilion shall be demolished when the construction period is completed.
The contract practise is turnkey contract. The Norwegian Standard NS 8407: 2011 shall be the basis for the agreement for implementation of the assignment.
Scheduled start of works is 1.3.2016. The expected construction period is 20 months. Further dates will be agreed upon during contract negotiations.

The tenderers shall be a legally established company: Documentation: Company Registration Certificate or equivalent from the tenderer's home country.
The company shall comply with requirements in relation to regulations regarding wage and working conditions in public contracts as well as other requirements stated in Annex 2. Documentation: Self-declaration regarding wage and working conditions in public contracts, etc. Annex 2.

The tenderer shall be affiliated with a publicly certified apprenticeship scheme in accordance with requirements in Annex 3. Documentation: Self-declaration regarding an apprenticeship scheme. Annex 3: the contractor shall during the entire contract period employ apprentices in minimum 30 months. Quarterly reports shall be submitted to the contracting authority.

Tenderers must have delivered their assignments and paid tax and VAT. Documented by: Tax Certificate. The certificate shall not more than six months from the deadline for receipt of tenders. Any arrears or other irregularities must be justified. If the tenderer is planning to engage sub-contractors, tax certificates must also be provided for them.

Økonomisk og finansiell stilling: Positive equity. Documentation: accounts for the previous 3 years.
Teknisk og faglig kapasitet:
Sufficient capacity is required; as well as necessary back-up/stand-by capacity in connection with illnesses, etc. I. Relevant competence is in this context defined as minimum 5 years' experience from equivalent projects. Documentation: a list of the company's total manpower/capacity as well as manpower for this assignment with names. Regarding competence, the contracting authority must describe the necessary back-up/stand-by capacity, e.g. by referring to an agreement with another company, c.f. next dash point. — If possible, a statement from another company the tenderer rely on.

Experience from corresponding assignments. Corresponding assignments are in this context defined as corresponding projects in relation to economy and administrative scope. The tenderer shall enclose with the tender a list of the principal, executed projects the previous 3 years. Including their values, dates, names of the public or private builders, as well as contact persons and telephone numbers from minimum 3 relevant projects.
