Transport services to and from day and work centres in Drammen municipality

Drammen kommune (Drammen municipality)

Drammen kommune (Drammen municipality) shall enter into a new framework agreement for transport of users to and from the municipality's day and work centres. The contract involves transport to and from 6 day centres for senior citizens, and to 2 municipal day and activity centres for passengers with intellectual disabilities, as well as 2 VTA (permanent adapted works) companies.
The service mainly comprises transport of users living at home, to and from the described day care services, in accordance with schedules that shall be prepared in co-operation with each centre.
The day centres for senior citizens are located in the districts of Drammen, and the users are mainly picked up in the district where the day centre is located. Transport to the day centres takes place around 9:00, with return around 15:00. See further description given for each day centre. 1 employee from the day centre will always participate in the transport route. This means that the attendance location is always at the day centre.
Several users require assistance/supervision all the way into their homes, and the driver shall ensure/assist in this.
The number of users that has the right to the service, may vary during the agreement period. The contracting authority shall always cover the requirement for transport for the number of users that require the service.
Short description of each day centre, in accordance with the current division of users and transports:
At present, Åssiden Day centre has 14-16 users. 1-2 wheelchairs per day. Poor functioning dementia users will use the transport service 1 day a week. Beyond that, mixed user groups will use the transport service the remaining days of the week. They have numerous users in a physically poor condition.
The transport service starts at 9:00, and it takes more than 1 hour to pick up the users. This varies from day to day. The transport back to the users homes starts at 14:15.
The day care centre has users from the areas Landfalløya and the entire Åssiden, all the way to the border of Nedre Eiker municipality.
Losjeplassen day centre picks up 10-15 users five days a week. Some of these users can be wheelchair users, and a vehicle with 16 seats is therefore required.
The day centre has users from the area from Brakerøya until Landfalløya. The transport service starts at 8:50, with return at 14:20. The tour takes approx. 45 minutes.
Losjeplassen Evening centre: The four first day of the week, up to ten users are to be picked up. Some of them can be wheelchair users.
On Mondays and Wednesdays, the transport service applies for the district from Brakerøya to cover the entire Åssiden. On Tuesdays and Thursdays, the transport service is from Brakerøya to Landfalløya.
The transport service starts at 13:30, with return at 19:30. The tour takes approx. 45 minutes.
Both day centres have users with considerably reduced function levels. The centres also have users with dementia and Alzheimer's disease.
Gulskogen day centre has users with major physical limitations. 12 users use the day centre on a daily basis. On the same tour there may be several wheelchair users as well as users with rolling walkers. A vehicle with 16 seats is therefore required.
Gulskogen day centre provides services in district with long distances. There are users from Eikerdelet, the entire Gulskogen area, Lanfalløya (Nedre Kiøsterudsgate), the entire Strømsø area down to Rundtom and up to the Vestfold Railway.
The transport service starts at 9:00, and the tour may take up to 1 hour. This varies from day to day.
From the day centre, the return back to the users' homes starts 14:30
Marienlyst Day centre is only for people with dementia, and/or with an early stage of cognictive decline.
Predictability is vital for this user group.
The opening hours are during daytime, from Mondays until and including Fridays. The users are picked up at 8:30 and returned at 13:30.
The centre is open during evenings from Mondays until and including Thursdays, and this group is to be picked up when the day users have been transported back to their homes. Return of evening users back to their homes is at 19:15.
Marienlyst day centre covers four zones; Gulskogen, Strømsø, Åskollen and Fjell.
Sometimes the return of the day users back to their homes and pick-ups of evening users must be co-ordinated during the same tour, and it can be up to 15 users in the taxi. A vehicle with 16 seats is therefore required.
Åskollen day centre has many users with major physical limitations.
12 users use the day centre on a daily basis. On the same tour there may be several wheelchair users as well as users with rolling walkers. A vehicle with 16 seats is therefore required.
Åskollen covers the area from Konnerudgata, the entire area Danvik/Fjell on the upper side of the Vestfold railway, to Jarlsbergveien approx. no. 600 to Stillerud (border to Sande), as well as the entire Åskollen area from Lerpeveien, Kniveåsen to Rundtom and Svelvikveien to the municipal border (Svelvik).
The day care centre picks up the users from 8:30. The users are returned back to their homes 14:15.
Average transport time per tour is 70 minutes.
Konnerud day centre has 3 days with ordinary places and two days for people with the dementia disease.
The transport service starts approx. 8:45 every day. Return approx. 14:00 every day. At present the number of users and transports are as follow:
Monday: Ordinary day — 12 users. At present, 5-6 people is being picked up, one of them is a wheelchair user.
Tuesday: Ordinary day — 12 users. At present, no transport services are required since almost all users live in Sheltered accommodations connected to KBSS. However, in the future, the service provider must expect some transport services for this day as well
Wednesday: Users with Dementia — 8 individuals. At present 6 individuals are picked up. 2 of them are wheelchair users.
Thursday: Ordinary day — 12 people. At present 5-6 individuals are picked up. 1 of them is a wheelchair user.
Friday: users with Dementia — 8 individuals. Pick up of 6 individuals, of which 1-2 of them are wheelchair users.
It must be possible to bring rolling walkers in the vehicle.
Day and work centre:
Granstad is a day centre offer for individuals with intellectual disabilities and various physical disabilities.
In average 17 individuals shall be transported on a daily basis between their homes and Granstad. The number varies from 16 to 18.
The users live at Åssiden, Fjell, Gulskogen, Kobbervikdalen and Konnerud.
The users arrive Granstad between 8:30 and 10:30.
The departure is between 14:00 and 14:30.
There are approx. 8 wheelchair users which shall be picked up from various addresses, divided in up to 4 various times during morning hours.
Only 1 taxi brings an escort
The implementation of the transport service to Granstad requires minimum 1 transport vehicle with a lift. Several users also require transport with higher seating (e.g. Caddy).
At present there are 2 users who requires to be alone in the taxi. None of these are wheelchair users.

Drammen Activity centre is a day service for individuals with intellectual disabilities, and various physical disabilities
On a daily basis, there are in average 23 individuals that shall be transported between homes/respite care and Drammen Activity
The users live at Åssiden, Fjell, Gulskogen/Pukerud, Kobbervikdalen and Konnerud.
The users arrive at Drammen Activity Mondays to Fridays between 8:30 and 10:00. Departure at 12:00 and until the latest departure time at 14:30.
There are 6 wheelchair users divided between three various addresses, that arrives Drammen Activity at three different points in time.
Two various taxi transports require escorts, 3 days a week, both ways.
