Transport of sludge from Monserud treatment facility

Ringerike Kommune (Ringerike municipality)

Ringerike municipality shall procure services related to transport and spreading hygienised sludge from Monserud treatment facility. Temporary storage at Prestmoen and distribution to, for example, farmers for manure and soil improvement is a part of the service.
The contract is for 2 years with an option for an extension for a further 2 years, total 4 years.
The chosen tenderer shall empty the sludge silo at Monserud treatment plant for as long as the contract lasts (normally four years). The total production of sludge at Monserud is approx. 5 000 tons sludge per annum. The sludge has a TS value of approx. 30 %. The silo at Monserud has a capacity of approx. 60 tons. This gives an emptying frequency of approx. 1.6 emptyings per week. The chosen tenderer must ensure that the sludge is collected at Monserud treatment plant regularly, so that the capacity is not exceeded.
The tenderer must make a report of how and what the sludge is used for as the municipality is obliged to report this.

Requirement: The tenderer shall have their tax and VAT payments in order.

Documentation requirement:

— Tax certificate (not older than 6 months);

— VAT certificate (not older than 6 months).

The certificate for tax and VAT is issued either by the local tax office or the tax collection office where the tenderer has his main office. See (http://www.skatteetaten.no/no/Alt-om/Skatteattest/).

— Foreign suppliers shall submit certificates from equivalent authorities to the Norwegian ones.

Requirement: The tenderer must have a functioning HSE system. Documentation: HSE self-declaration (See annex 4 in the tender documentation).

Requirement: Tenderers shall be a legally established company. Documentation requirement:

— Norwegian companies: Company Registration Certificate.

— Foreign companies: Proof that the company is registered in a trade index or register of business enterprises as prescribed by the law of the country where the supplier is established.

Økonomisk og finansiell stilling:

Requirement: The tenderer must have the economic capacity to carry out the assignment/contract. Documentation requirement — Credit rating for the supplier, less than 1 year old, issued by an approved credit rating company — If this is not available: Annual Financial Statement including the board's annual report and auditor's report.

Teknisk og faglig kapasitet:

Requirement: The tenderer shall have experience from similar deliveries. Documentation requirement: List of the most important deliveries or services performed during the past 3 years, including information about the value, time, and the name of the public or private recipient. If the services were for public contracting authorities, this should be documented by certificates issued or confirmed by the authority concerned. If the services were for private contracts, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted.

Requirement: The service provider shall have sufficient implementation ability and capacity. Documentation requirement: Account of personnel, software, technical equipment etc. which the supplier has at their disposition for implementation of the contract/assignment.
