Glåmdal Interkommunale Renovasjonsselskap IKS (GIR) (Glåmdalen Intermunicipal Sanitation Company)

Solør Sanitation Inter municipal Company and Glåmdal Inter municipal Sanitation Company (henceforth referred to as SOR and GIR) invites to co-operation with relevant providers for the tender contest on energy recovery of residue waste. The tender contest includes transport and energy recovery of residue waste from households, recycling stations and business from SOR and GIR's facilities in Solør and Glåmdal. The contract will have a scope of approx. 17 000 tonnes of residue waste.
This tender invitation is arranged by Solør Sanitation Inter municipal Company and Glåmdal Inter municipal Company which shall be the contracting authorities for the final contract.
The contract period is expected to be initiated from 1.3.2016, with a duration of 1 year and with option for 1 + 1 + 1 years prolongation of the contract.

— The tenderer shall be a legally established company;

— Financial ability to fulfil the contract is required, which ensures solid and secure deliveries to the contracting authority in the contract period.

Auditor approved accounts for the previous 3 years or credit score A (worthy of credit) from a publicly approved credit rating agency. The credit rating shall not be older than 6 months from the tender deadline:

Qualification requirements

— The tenderer must have an organisation, plant and equipment and adequate personnel resources necessary to execute the assignment as described in the Tender documentation. All contact persons and all personnel in contact with the Contracting Authority shall at least be able to communicate in English, but should preferably be in command of a Nordic language.

Documentation requirement

Without any delay the tenderer shall upon request present the following:

— The tenderer shall provide a complete description of the overall organisation, including an organisation chart and job descriptions concerning responsibility, authority and collaboration with the garbage incineration;

— The competence of key personnel already affiliated to the tenderer;

— Documentation showing that the plant and equipment capacity for garbage incineration, both in relation to regular operational capacity or in connection with planned or unexpected shutdowns and storage capacity;

— A description of any subcontractors and the skills, plant and equipment capacity, responsibility and assignments that they will possess.

The tenderer must have a functioning quality and environmental control system prior to award of contract.
