Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement:
— The tenderer must be a legally established company.
— The tenderer shall have an orderly system in relation to payment of tax and VAT.
— The tenderers shall meet legislated HSE requirements.
Documentation requirement:
— Company Registration Certificate (§ 17-10).
— Tax Certificate for tax and VAT, not older than six months. The certificates can be obtained from the local tax collection office or the tax office. (§17-14). Use RF-1244.
— Norwegian tenderers who are not VAT obliged must provide confirmation of this from the National Tax Board. (§17-14). Use RF-1244.
— Foreign tenderers must provide certificates from authorities corresponding to the Norwegian ones.
— HSE declaration must be filled out (§17-15) see Appendix 5.
Økonomisk og finansiell stilling:
Requirement:
— The tenderer must have the financial capacity to carry out the assignment/contract.
— The tenderer must be credit worthy.
Documentation requirement:
— The company's most recent annual report, as well as newer information with relevance to the company's fiscal figures (§17-8).
— The company's annual accounts or extracts thereof.
— Credit rating, not older than 6 months based on the last known fiscal figures, carried out by an officially approved credit rating institution (for example: Dun & Bradstreet, Creditinform, Lindorf or equivalent institutions).
Teknisk og faglig kapasitet:
Requirement:
— Experience from similar assignments is required.
— The tenderer must have a well-functioning quality assurance system/quality management system
— The tenderer shall employ environmental management measures during the implementation of the contract.
Documentation requirement:
The company's most important deliveries over the last 3 years, including their values, dates and recipients (§17-9).
— Statement of quality assurance system/ quality management system.
If the company is certified, evidence of the certification must be attached.
— The company's environmental status should be confirmed by completing the enclosed form. Environmental requirements for the company ( § 17-13, 2) see Appendix 6.

Wages and working conditions
Qualification requirement:
The Contracting Authority requires that the tenderer's wages and working conditions are in accordance with generally applicable wage agreements or nationwide wage agreements for the appropriate area covered by the contract.
Documentation requirement:
—The tenderer shall attach a self-declaration confirming that wages and working conditions are in accordance with the generally applicable collective agreements or national collective agreements, see appendix 7.
In those cases where sub-suppliers with manufacturing sites in countries outside the EU/EEA are used, it must be established that international consistency of work environment and employee's rights are met.
