The transport of hook containers

Oslo kommune, Renovasjonsetaten (Oslo municipality, the Agency for Waste Management)

The objective of the procurement is transportation all waste fractions from the recycling stations and the waste garden disposal sites belonging to the Agency for Waste Management (REN), to various disposal sites in the Eastern Norway area. The procurement also includes transportation between REN's plants. REN has numerous agreements regarding receipt and treatment of bulky waste that does not include transportation. Because of this, it is important that REN always has an available service agreement on transportation of hook containers from the plants to the disposal sites. See the requirement specification for a further description of the procurement.

(In autumn 2015 a large number of containers shall be transported to Smestad recycling station).The containers shall be collected either from interim storages or directly from ramps.

Beskrivelse av opsjoner:
The service shall be carried out in the period 1.10.2015 to 1.10.2020. The contracting authority has the option to extend the contract for further 1 + 1 years on the same terms.

Mandatory requirements:
*Tenderers shall have their tax and VAT payments in order.
— The tenderer shall meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE).
Documentation requirement:
* Tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
— HSE self-declaration, completed and signed, not older than 6 months.
Organisational and legal position:
Requirement:
— The tenderer must be a legally established company.
— Norwegian companies: Company Registration Certificate.
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country in which the tenderer is established.
Økonomisk og finansiell stilling:
Requirement:
The tenderer shall have good creditworthiness
Documentation requirement:
— The company's last annual Financial Statement including notes, the Board's Annual Reports and Audit Reports, including new information of relevance to the company's fiscal numbers.
— REN will also collect credit appraisals from Experian AS which will be the basis for the evaluation.
Teknisk og faglig kapasitet:
Requirement:
— Good experience from similar assignments is required.
— Good execution capabilities are required.
— A good and well functioning quality assurance system is required for the implementation of this assignment.
Documentation requirement:
— The tenderer's most important deliveries over the last 3 years, including their values, dates and recipients/contracting authorities.
— A description of the tenderer's total manpower, vehicle and other equipment that are available for implementation of the assignment. An organisation chart must be attached.
— An account of the quality assurances system which shall be used in connection with the implementation of this assignment.
