Ski municipality wishes to further develop the Town Hall by improved facilities for artists/technical personnel as well as the general public.
The construction site is located in the centre of Ski, address: Idrettsveien 8. The project comprises various measures in the district's built-up area, address: Idrettsveien 8, the town hall theatre and the town hall. The works that are to be executed involve a new addition containing a canteen/café with a canteen kitchen, new changing rooms for the general public/toilets, meeting rooms and a lift for handicapped. The reconstructed area includes a new access/transportation area in the existing basement, the town hall theatre, upgrading of changing rooms for performers, a new department kitchen, a main and building application archive/computer rooms and toilets/toilets for handicapped/cleaning room in the middle building.

Tax certificates not older than 6 months from the deadline for receipt of tenders. Tax certificates mean:
For Norwegian tenderers:
— Form from the Tax Directorate (RF-1316) for VAT and Tax, issued by the Tax Office.
For foreign tenderers:
— Foreign tenderers must submit equivalent certificates from their own country that show that they have their tax and duty payments in order. If the authorities in the relevant country do not issue these certificates, the tenderer should submit a declaration which states that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

Credit appraisal from an approved credit rating institution, e.g. Experian AS, Bisnode Credit AS or Lindorff AS or equivalent. The credit assessment shall not be older than 6 months from the deadline for receipt of tenders. The credit assessment must show a minimum score of ‘credit worthy’ or equivalent, to be approved.

The contracting authority reserves the right to demand/obtain additional information to verify whether a tenderer satisfies the requirement.
The tenderer may choose to rely on other companies' capacity to fulfil the requirement for the tenderer's economic and financial position.
The tenderer must, in such an event, document the resources of the companies on which he will rely and prove that he will have the requisite resources from these companies at his disposal during the contract period, for example by presenting a commitment statement, guarantee, co-operation agreement or similar. In addition section 1 annex D shall be completed for these.

Teknisk og faglig kapasitet:
A short, general description of the company shall be given, including:
— An overview of the company's organisation (an organisation chart) and ownership, as well as a description of the current business.
— A self-declaration form regarding requirement for competence of the key personnel shall be signed, CVs for key personnel shall be attached. C.f. Section I annex G
— A brief description of the overall quality assurance system that the tenderer will use for carrying out this contract.

A list of all relevant assignments during the previous three years shall be attached. The list shall contain a description of each assignment in accordance with the following bullet points:

The Contracting Authority must have the possibility to contact the contact persons who are listed.

Included in this is a requirement that existing routines which verify compliance with the requirement shall be described. If routines are described in the organisation's quality or environmental management system in accordance with ISO 14001, EMAS — Eco-Management and Audit Scheme, the Eco-Lighthouse scheme or other third party verified systems, it is sufficient to submit a copy of the valid certificate.

If an environmental management system is in process of being established, a provisional table of contents should be submitted with an account of the intended system and confirmation of when this is expected to be implemented and certified/approved.

The tenderer shall have sufficient implementation ability and expertise to be able to fulfil the contract and implement the assignment.
The tenderer shall have good experience from similar deliveries.
It is required that the tenderer has an environmental management system for following up and reporting own environmental influence, or can substantiate that a necessary environmental management system will be implemented during the contract period.
