Hurum eiendomsselskap KF (Hurum Property Company) would like to enter into an agreement with a turnkey contractor who can be in charge of the construction of an addition and renovation of Tofte School. The project includes upgrading of the existing school and the reconstruction of some rooms. Some functions shall be relocated internally in the building. New technical systems shall be installed, including ventilation, electrical installations and a HVAC system. Moreover, the school shall be expanded with an addition with an area of approx. 550 m². The outdoor area shall be upgraded and a separate bus stop/alighting area for students shall be established. The bus stop/alighting area is situated along the county road.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
— Norwegian companies: Company Registration Certificate.
— Foreign companies: Certificates showing registration in a trade register or a Register of Business Enterprises as mandated by the legislation in the country where the turnkey contractor is established.
— Tax certificate/VAT certificate.
The certificate must not be more than 6 months, from the deadline for receipt of tenders.
Certificates can be obtained from the local tax collection office or at the tax office. See www.skatteetaten.no
— Foreign tenderers must provide certificates from authorities equivalent to the Norwegian authorities.
— A completed and signed HSE self-declaration, see annex 2.
— A completed and signed self-declaration regarding wage and working conditions, see annex 3.
Økonomisk og finansiell stilling:
The turnkey contractor shall have sufficient financial ability/sufficient economy and solidity to implement the contract:
— The company's last annual accounts including notes, the board's annual reports and audit reports, as well as new information of relevance to the company's fiscal figures.
— Credit rating, not older than three months. The credit rating shall be provided by a certified credit rating agency. The credit rating shall be carried out by a publicly certified credit rating agency.
The Contracting Authority reserves the right to obtain a separate credit evaluation, if necessary.
Teknisk og faglig kapasitet:
The turnkey contractor shall have sufficient capacity and a good ability to fulfil the contract:
— An organisation plan of the company, including a statement of the turnkey contractor's total manpower.
The turnkey contractor must account for how a good final product will be achieved:
— A brief description, maximum 1 A4 page, on how the turnkey contractor shall guarantee that the building owner receive the requested product, within the deadline, with — appropriate quality and price. The product is in this context defined as i.a. buildings including outdoor area, Administration, Operation and Maintenance (FDV) documentation, etc.

— The turnkey contractor shall have good experience from schools or experience with assignments of relevant equivalent complexity.
When relevance is assessed, emphasis will be made on i.a. the size of the project and contract practice:
— Statement of the turnkey contractor's 3 most relevant assignments, the previous 5 years. This includes the name of the contracting authority, a description of the assignment's scope and value, date of implementation, reference(s) from the contracting authority (name, telephone no., and e-mail address), contract practice as well as a brief description of the project.

The turnkey contractor must have a well-functioning quality assurance system:
— Description/documentation of the turnkey contractor's quality assurance system. Maximum 1 A4 page.
If the company has a quality assurance system verified by a third-party, such as NS-EN ISO 9001, or equivalent, it is sufficient to enclose a valid certificate thereof.
The turnkey contractor must have a sufficient environment management system:
— A description of the company's environmental goals and environmental policy, competence strategy for the environmental field, as well as a description of existing routines on how the assignment shall be executed in an environmental reliable manner. Maximum 1 A4 page.

If the company has an environmental management system verified by a third-party, such as NS-EN ISO 14001, the EMAS — Eco-Management and Audit Scheme, the Eco-Lighthouse scheme or equivalent, it is sufficient to enclose a valid certificate thereof.
— The turnkey contractor must have a HSE-strategy.
— A statement regarding the company's health, safety and environment strategy. Maximum 1 A4 page.
The turnkey contractor shall have central certification or be qualified for local certification for the right to be responsible in enterprise class 2:
— Central certification or statement/documentation which verifies that the turnkey contractor will achieve local certification for the right to be responsible in enterprise class 2.
