The aim of the framework agreement is to assist the Contracting Authority professionally and with processes connected to assignments if the Contracting Authority does not have the capacity to carry out the work. Demand will primarily be in connection with work in:
— Preliminary projects/feasibility studies
— Risk and Complexity, Work scope and Risk (KAR) analyses
— Impact assessments
— Construction schedules
— Preparation of tender documentation for contracts
— Quality assurance of developed plans
— Hiring of professional resources for the Contracting Authority's disposal
The tenderer must submit tenders that include the following four areas in the framework agreement:
1. Electro engineering design of tunnel and road lighting systems
2. Preparation of construction schedules, tender documents and quantity assessments
3. Construction management
4. Traffic management.

Beskrivelse av opsjoner:
The Contracting Authority has the option to extend the Framework agreement for a further two years, one year at a time. The maximum length of the agreement is four years, latest possible expiration is 31.10.2020.

Økonomisk og finansiell stilling:
The tenderer shall have the requisite financial foundation to comply with the contractual obligations. Documentation: The company's Annual Financial Statements for the last two years, including the auditor's report.
Teknisk og faglig kapasitet:
— The tenderer shall have the requisite professional foundation to fulfil the contract obligations. The tenderer shall describe references from relevant assignments.
— The tenderer shall be registered in Norwegian Directorate for Civil Protection's register for engineering design of electrical systems. A copy of the registration shall be attached the tender.
— Tenderer shall be in possession of a quality assurance system in order to meet the obligations of the contract. These shall ensure good quality of the delivered assignment. Tenderer shall document their quality assurance system.
