The objective of the tender contest is to enter into a framework agreement with a travel agency with access to the most rational and financial advantageous travels, in such a way that time consumption, price, service and quality always provide the customer the most advantageous total service. The travel agency shall contribute to the main guidelines for coverage of travel, board and lodging paid by the Norwegian State are complied with. This first and foremost applies to travels being made as quickly and inexpensively as possible, when all considerations are made in relation to expenses and an efficient and reliable implementation of the travel.
The framework agreement includes all official journeys made by the Norwegian State Housing Bank's employees, hired personnel and external representatives, and paid by the Norwegian State Housing Bank. The framework agreement may also include services in relation to conferences, etc.

The certificate shall not be older than 6 months from the deadline for receipt of tenders. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-providers, tax certificates must be provided for them as well.

K 03 Company Registration Certificate — Requirement: The tenderer must be a legally established company. Documentation: Company Registration Certificate or equivalent from the tenderer's home country.
Økonomisk og finansiell stilling:
K 04 Credit worthiness / rating — Requirements: The tenderer is required to have sufficient financial capacity to fulfil the contract; minimum rating of A (Dun & Bradstreet). Documented by: Credit rating from approved credit rating agency such as Dun & Bradstreet or equivalent. The evaluation shall be based on the last known fiscal figures with an indication of how the credit rating has evolved during the past 3 years.

Teknisk og faglig kapasitet:
K 05 References — Requirements: A very good ability to fulfil the contract is required. Documentation: The Tenderer's most important contracts over the last 3 years, including their values, dates and recipients.
K 07 Quality assurance — Requirements: Tenderer must have a functioning quality assurance system. Documented by: Quality assurance/control report. If this is described in the organisation's quality assurance system in accordance with ISO 9001 or equivalent third party verified systems, it is sufficient to submit a copy of the current certificate.
