The procurement of external quality assurance for the Autosys project

The contracting authority has prepared plans for the implementation of an ICT development project for the replacement of the existing vehicle register ‘Autosys Vehicles’.
The planning was conducted in co-operation with the The Ministry of Finance's quality assurance system for large public investment projects (KS1 and KS2, see www.concept.no).
‘The central governing document’ is updated in accordance with KS2.
The contracting authority will engage a provider for the development project through a procurement early in 2016.
The contract standard PS2000SOL will be used in this connection.
The objective of this procurement is to obtain external assistance for the project owner, the liaison group and possibly the co-ordination group.

The contract's scope.
The assistance agreement shall be valid throughout the development projects lifetime, estimated to the end of 2021. The assistance shall be provided consecutively until the project is concluded.
The estimated scope is approximately 800 to 1 000 hours per annum.
The tenderer can chose to offer one or several resources (teams) within the estimated scope.
The contracting authority will, in accordance with the plan, once a year,evaluate the quality and so on of the provided assistance and assess if there are still requirements for assistance, and in connection with this evaluate a possible cancellation in accordance with point 2.3) (Cancellation) in the contract (SSA-B simple).
