The Contracting Authority would like to receive tenders for the delivery of the following:
Editorial work as well as professional assistance in connection with the audit of the Norwegian Public Roads Administration handbook V712 Impact assessments.
The objective of the procurement is:
The Contracting Authority requests tenders for the delivery of consultancy services in connection with the audit of the Norwegian Public Roads Administration's Handbook V712 Impact assessments. The current handbook was partly audited in 2014 and a larger audit shall be implemented in 2015-2017. The editor shall edit and write a new handbook based on professional contributions from work groups. These shall be completed in December 2016. The consultancy agency shall provide contributions for part of the material. All text shall be approved by the Directorate of Public Roads The consultancy agency shall also contribute with professional competence and put professionals within the relevant special subject at disposal.
The delivery date for the finished comment/consultation version is 3.4.2017.
It is an objective that the handbook is internally approved by the Norwegian Public Roads Administration within 1.12.2017.

Vilkår for deltakelse
Teknisk og faglig kapasitet:

— Documentation showing implementation of minimum five impact assessments after handbook V712/hb 140. As a total, all non-priced subjects shall be elucidated. These shall not be older than 1.1.2010

— Certificate for the company's quality system/management system issued by independent bodies that confirms the supplier fulfils certain quality assurance standards, for example ISO 9001:2002.

The Contracting Authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures. As a minimum, a general description of the system's content, including an overview of inspection plans and check-lists that are relevant for this contract, must be submitted.

— Tenderers shall enclose a tax and VAT certificate.

Norwegian companies: The certificate shall be as recent as possible and not older than six months old from the tender deadline. The certificate shall be issued by the Norwegian Tax Administration and it can be ordered in Altinn or at the tax collector or the Norwegian Tax Administration.

Foreign companies: In the case of foreign tenderers, certificates shall be presented which substantiate the fact that the tenderer has met the obligations in relation to the payment of tax and duties.

— Tenderers shall enclose a completed and signed HSE self-declaration. (See annex 1 for template)

The self-declaration shall be signed by the general manager and a representative of the employees.

1. Non-priced consequences in accordance with handbook V712 and former handbook 140

2. Priced consequences (cost-benefit analyses) in accordance with handbook V712 and former handbook 140

— The company shall have a quality assurance system adapted to the content of the contract.

Tax and VAT certificates:

The company's tax affairs must be in order in relation to payment of tax and duties.

— A HSE-self-declaration statement

The company shall meet the requirements of Norwegian legislation with regard to health, safety and the environment.
