Statens helsetilsyn (The Norwegian Board of Health Supervision)

The Norwegian Board of Health Supervision (henceforth referred to as the Contracting Authority) shall procure cleaning services in the premises in Calmeyers gate 1 in Oslo. The objective of the procurement is to ensure the contracting authority the right quality of cleaning to a right price. The gross area for the entire premise is 4 200 m. At present 3 365 m of these premises are used by the Contracting Authority, while the remaining 835 m are used by the Norwegian Registration Authority for Health Personnel (SAK). During the first quarter of 2016 SAK will move out of the premises. This means that the agreement will include the cleaning of only 3 365 m of the total area.

The cleaning services shall be provided in accordance with the Norwegian Standard (NS); ‘General contractual provisions regarding the delivery of regular cleaning’, NS8431. In order to determine and assess the quality of the cleaning services, the Contracting Authority will use the NS-INSTA 800 standard.

Egnethet til å utøve yrkesvirksomheten: The tenderer must be a legally established company.
Økonomisk og finansiell stilling:
The service provider shall have sufficient financial strength to be able to fulfil the contract.
Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.
Teknisk og faglig kapasitet:
The service provider shall have good implementation ability.
The supplier shall have good experience and good references from similar deliveries, hereunder deliveries in accordance with NS-INSTA 800.
The tenderer must have a well functioning quality assurance system.
The service provider is required to have a system for monitoring and reporting of their own environmental impact.
Competence is required that ensures a low impact on the environment from carrying out the service.
The tenderer shall have:
o A plan for training personnel in HSE, including waste handling, cleaning methods, use of cleaning agents and equipment.
Kontraktutførelse
Andre særlige vilkår:
The Contracting Authority wish to enter into an agreement with a maximum period of notice of 5 months. The reason for this is that, during the agreement period, reorganisation of joint services may be implemented. This means that it may be relevant to enter into a framework agreement together with other agencies.

Objektive utvelgelseskriterier:
The contracting authority will limit the number of service providers who will be invited to submit a tender. If there are a sufficient number of qualified tenderers who fulfil the qualification requirements, the number of participants who will be invited to submit a tender will be limited to a minimum of five and a maximum of seven.
