The Norwegian Labour and Welfare Administration, c/o NAV IKT, shall enter into an agreement for the Norwegian Labour and Welfare Administration regarding a reporting and presentation system with accompanying services, where up-to-date solutions, user friendliness, flexibility, cost effectiveness, good availability and quality are vital.
At present the Norwegian Labour and Welfare Administration has an extensive data warehouse with data organised in star schemas.
The Norwegian Labour and Welfare Administration shall procure a reporting system with functionality to juxtapose and structure information from the data warehouse and other sources, including semantic layers.
A presentation system shall also be procured. This system shall be used for presentation of basis of figures in various formats, media and structures. The system/s shall be used for production of national statistics, analyses, production management and performance management.
The delivery may include one or several systems, comprising one or several modules.
The Norwegian Labour and Welfare Administration has, in co-operation with the individual municipality, offices in all Norwegian municipalities, and all employees are potential users. The total labour and welfare administration comprises approx. 14 000 government employees and approx. 5 000 municipal employees. The system shall be used in connection with management information to approx. 2 000 managers, as well as controlling, reporting and presenting statistics on the Norwegian Labour and Welfare Administration's internal and public net sites.
It is essential that the system is compatible with the Norwegian Labour and Welfare Administration's selected infrastructure and databases. These are further described in annex 1 to the qualification documents.
The reporting and presentation system shall cover the purchase/lease of licences.
In addition the agreement shall mainly include the following services:
— Installation including testing;
— Configuration;
— Migration;
— Annual maintenance of licences including upgrading to new versions;
— Training;
— Setup of Operational control in the Norwegian Labour and Welfare Administration's office version no. 1.0 in the presentation system;
— Consultancy services, i.a. in relation to support.
It is a requirement that the end-user systems are in Norwegian.
The contracting authority will conduct the negotiations in Norwegian. The service providers may use either Swedish or Danish in the negotiations.
