The local government reform — break even survey

Kommunal- og moderniseringsdepartementet (KMD) (The Ministry of Local Government and Modernisation)

The local government reform is initiated by the Norwegian Government. The majority of the Norwegian Parliament supported the reform in the Parliamentary Bill 300 S (2013-2014). The paramount objective of the reform is to establish larger municipalities which shall provide good, equal services for citizens, comprehensive and coordinated societal development, sustainable and financially robust municipalities and strengthened local democracy. The Government will assign more tasks to larger municipalities.
The Municipal Department in the Ministry of Local Government and Modernisation is responsible for the implementation of the reform. The Ministry will conduct a break even survey which shall form a basis for future evaluations regarding if or to what degree the reform achieved its goals.

Qualification requirement:
— Paid taxes and duties
— Fulfilment of statutory requirements concerning health, safety and the environment.
Documentation requirement:
— Tax certificate and VAT certificate not older than 6 months, issued by a competent authority confirming that the tenderer has fulfilled his obligations regarding the payment of taxes, social security contributions and VAT. The tax certificates must be issued by the tax collection office in the municipality where the tenderer has his head office and by the tax officer in the corresponding county.

Qualification requirement:
— Adequate economic and financial capacity to carry out the delivery where, amongst other things,
creditworthy with no requirements for guarantees is sufficient.
Documentation requirement:
— A credit rating with key figures from a recognised credit rating company or other form of documentation to demonstrate that the requirement has been met.

Qualification requirement:
—At least three relevant assignments during the last 3 years with relevance to this contract. Relevant assignments are in this context defined as research/review assignments involving municipal administration in a broad perspective, including assignments or research regarding services/quality, finances, democracy and community development, c.f. Point 1.2 in annex 1 to the contract.
