The framework agreement for delivery of hire vehicles and fleet management for Øygarden kommune

Øygarden kommune (Øygarden municipality)

Øygarden kommune will need to lease approximately 17 vehicles, but wants flexibility to change this number during the framework agreement period. The Contracting Authority will need several different types of vehicles, depending on the area of use and the capability of the mode of transport. Distribution of the different types of vehicles could be as follows:
— 7 to 10 Small goods vans;
— 2 to 3 Small goods vans with 4WD;
— 1 to 2 Medium sized passenger vehicles (5 seats);
— 1 to 2 Medium sized 4WD passenger vehicles (5 seats);
— 1 to 2 Large 4WD passenger vehicles (7 seats);
— 0 to 1 Large goods van with cargo lift;
— 0 to 1 Large goods van without cargo lift.
NB: the volume is only an estimate and the Contracting Authority has the right to choose the offered models that they believe best suit the purpose.
Furthermore, the Contracting Authority wants tender offers on fleet management of the vehicle fleet.
The Contracting Authority will also need a run through/training in connection with hand over of the vehicle fleet.
The expected driving distance will be 25 000 km per vehicle per year.

Beskrivelse av opsjoner:
The Contracting Authority wants an option to extend the agreement for 1 year + 1 year when invoking the option. Notification must be given within 3 months of the expiry of the current agreement period if the option is to be released.

Egnethet til å utøve yrkesvirksomheten:
Qualification requirement no. 1: Norwegian Tenderers shall have their tax, employers contribution and VAT payments in order.
Documentation requirement no. 1: Norwegian tenderers: Tax and VAT certificate. The certificate shall not be more than 6 months from the deadline for receipt of tenders. The certificate can be electronically obtained from Altinn. Go to skatteetaten.no for further information.

Foreign tenderers: foreign tenderers shall present equivalent certificates from their country that show that their tax and duty payments are in order. If the authorities in the relevant country do not issue these certificates, the tenderer shall submit a declaration which states that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

Qualification requirement no. 2: the tenderer must be a legally established company.
Documentation requirement no. 2: Norwegian tenderers:
— Company Registration Certificate.
Foreign tenderers:
— Verification that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
Teknisk og faglig kapasitet:
Qualification requirement no. 3: Execution abilities of personnel.
The Contracting Authority requires the tenderer has good ability to execute the assignment in line with the Contracting Authority's needs. Therefore, the tenderer is required to have sufficient capacity to execute the assignment.
Documentation requirement no. 3: The tenderer shall submit an overview of the company's total staffing and staffing for this assignment (organisation plan).
Qualification requirement no. 4: Tenderers shall have good experience from equivalent assignments.
Documentation requirement no. 4: The tenderer shall submit a list of the most important, relevant deliveries in the last three years, including the delivery's scope, value, dates and Contracting Authority.

The Contracting Authority requires that the references can be contacted to verify scope and quality.
