The expansion of the Central treatment plant Nord-Jæren, contract E2 — Automation system

The Central Treatment Plant Nord-Jæren is a primary precipitation plant built for treating phosphorus The water treatment section is located in rock, while the sludge treatment, workshop and administration building are located in open air. The plant can no longer meet the requirements related to secondary treatment, at the same time that a major population increase is expected in the region
The plant shall therefore be reconstructed to a biological treatment plant and the capacity shall be increased from the current 250 000 PE load to a 500 000 PE load in 2050. New sand and fat traps shall be constructed in a separate rock hall, and the establishment of pre-separation in front of the biological level in a different rock hall. The biological treatment shall be based on active sludge, and four biological reactors in separable rock halls shall be established.
The sedimentation capacity shall be expanded with eight new sedimentation basins situated in four new rock halls.
The entire expansion inside the rock is situated in a direct extension to the existing plant, and a new access tunnel to the new rock halls shall be established.
The plant shall be constructed up until the first stage, which includes the load until 2035. The biological level is divided in four process lines, of which three process lines shall be completed now. The final process line shall not be completed. Only concrete works and some required machine works shall be completed in this stage.
This pre-qualification process applies to contract E2 and includes:
The installation of a new DCS which includes upgrading/replacement of the existing DCS (the Kongsberg AIM system), as well as an expansion of the treatment plant when the plant is reconstructed to a biological treatment plant.
A DCS (Distributed Control System) shall be offered. Traditional SCADA systems will not be considered.
The new automation system is planned to be installed in the course of 2 stages. In stage 1, equipment the control, regulation and monitoring systems for the new processing equipment, shall be installed. In stage 2, the upgrading/replacement of the existing automation equipment, shall be implemented.
