Rogaland fylkeskommune (Rogaland County)

Rogaland County invites tenderers to participate in an open tender contest for a transport scheme on library materials. The County is participating with safeguarding the remote lending function in the county and organise the local lending co-operation between the libraries. The remote lending scheme is a national co-operation, where the libraries display the book collections to lenders at other libraries. The transport service includes lending and returning books and other materials between the county's libraries, as well as outside the county and other parts of Norway.
In this agreement, Rogaland County co-operates with 23 municipal libraries. The agreement also includes 4 sub-branch libraries. 6 sub-branch libraries belonging to the university library and the university college's libraries shall have option on entering into the agreement from 1.1.2016.
Rogaland County is the formal contract partner with the provider of this agreement.

K 01 Tax and VAT certificate. Requirement: Tenderers shall have their tax and VAT payments in order. Documentation: A tax and VAT certificate shall be submitted that is not older than 6 months from the deadline for receipt of tenders. K 03 Company Registration Certificate — Requirement: The tenderer must be a legally established company. Documented by: Company Registration Certificate or equivalent from the tenderer's home country.
K 04 HSE self-declaration — Requirement: The tenderer shall vouch for the company working systematically to comply with the health, environment and safety legislation and that they comply with the internal control regulations. The tenderer must also confirm that the company is legally organised in relation to applicable tax and working environment regulations for employees' professional and social rights, and shall accept that the contracting authority has the right to review and verify the company's system for safeguarding of health, environment and safety. Økonomisk og finansiell stilling:
K 05 — Credit rating — Requirement: The tenderer shall have the financial ability to fulfil the contract. Documentation: The contracting authority will obtain a credit rating from Experian. The tenderer must achieve a minimum rating of ‘creditworthy’. The tenderer is expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's economic situation. If the tenderer knows that the requirement regarding the financial capacity to carry out the contract cannot be met via the credit rating as specified above, the tenderer can submit other documentation with the tender that confirms a satisfactory financial capacity.

K 06 — Experience Requirement: Experience from minimum 2 corresponding assignments. Documentation of excellent implementation ability is required. Documentation: A list of the most important deliveries or provided services in the last 3 years. The list shall contain a brief description of the assignment, the scope/value of the delivery, date and name of the customer and a short description, telephone no., email address and name of the customer's contact person.

The payment shall be within the end of a free delivery month with an addition of 30 days. The period of credit is from the receipt of a correct invoice. The service providers are obliged to issue electronic invoices to the Contracting Authority. The same applies if the service provider assigns an invoice to a third party for collection.
