Temporary hire contract for dark fibre

Oslo municipality c/o the Development and Competence Department (UKE), invite tenderers to an open tender contest for a temporary framework agreement for the hire of dark fibre.
The contracting authority has established a group network for data and telecommunication — OK MAN, which is made up of approx. 1 200 connections. Approx. 800 are DSL-based, whilst the rest are dark fibre connections. The contracting authority already has a framework agreement for the hire of dark fibre, but this framework agreement is due to expire 31.5.2015. It is the municipality's various entities that make call-offs on this framework agreement as and when the need for fibre occurs.
The contracting authority has a project to enter into a new contract for the network area. This will, amongst other things, replace the hire contract that expires 31.5.2015. The project is delayed and the contracting authority now has a need for a temporary framework agreement for the hire of dark fibre. The temporary framework agreement for the hire of dark fibre shall last until 31.12.2015, with an option for an extension.

The contract that shall be signed is a short term contract with the intention of ensuring deliveries in the period between the existing contract expiring and the establishment of a new long term contract for the network area. The contracting authority has a separate project that is working on the establishment of a new contract for the network area.The contract shall be valid for 6 months, with an option for an extension for 6 months + 6 months. The contracting authority estimates that the need will be approx. 1 (one) connection a month. This is not a binding volume or a limiting volume. It is not possible to give a concrete volume as it is the municipality's entities that have the need without there being any central management of the need.

Obligatory and mandatory requirements:
1. The tenderer shall have their tax and VAT payments in order. Documented by a tax and VAT certificate, not older than 6 months. The certificate can be ordered and obtained from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration

2. The tenderer shall meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE). Documented by an HSE self-declaration filled in and signed.

1. The tenderer shall be a legally established company. Documented by: Norwegian companies: Company Registration Certificate, Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:
The tenderer must have the financial capacity to implement the contract. Documented by the last annual accounts with the auditor's comments. The contracting authority will, on its own initiative, obtain a credit rating via Experian for all tenderers who apply for qualification.

Teknisk og faglig kapasitet:
1. The supplier shall have experience from similar contracts. Similar means fibre deliveries. Documented by a description of the tenderer's up to three most relevant deliveries in the last 3 years, including information on the assignment's nature, value, date, as well as the name of the public or private recipient. Maximum a total of 3 (three) A4 pages.

2. Tenderers shall comply with a documented and functional quality assurance system. Documented by a brief description of the tenderer's quality assurance system. Maximum 1 (one) A4 page.
