Technical ventilation services with accompanying products

Østfold Hospital (SØ) with the division for purchasing and contracts, hereby extends an invitation to a competition for a framework agreement for the purchase of technical ventilation services with accompanying products.
The framework agreement shall cover the current need for preventive maintenance and service of technical ventilation installations, minor alteration work connected to the technical ventilation installations as well as testing and inspection of the clean room at Østfold Hospital in the contract period.
The contract can include assistance for major alterations or new buildings.
The contracting authority reserves the right to outsource major alterations and contracts if it is deemed to be the most economic advantageous solution for the contracting authority.
The contracting authority will generally maintain the ventilation installations itself, but it will also need to procure this type of service (or parts of it) in some cases.
Examples of preventive maintenance can be:
— Cleaning air intakes and internally in the aggregate if needed;
— Function inspection of the intake and discharger dampers;
— Inspection of fans and motors, hangings, stores, measure current;
— Inspection of filters and fixings, measure pressure fall, inspection of filter guards;
— Measure pressure fall, temperature and efficiency, inspection of shunt, expansion vessel and pump for battery recovery;
— Inspection of heating and cooling batteries, inspection of frost guards and alarm borders;
— Function inspection and mechanical maintenance including temperature and air volume inspection.
Examples of testing and inspections of the clean room can be:
Leakage testing on HEPA filters, measuring air speed and volume, particle counting, room pressure regulation, function inspection of automation and dampers and damper motors.
Examples of minor alteration work can be:
— Installation of new ventilation aggregates with the accompanying equipment and channel network, as well as replacing existing aggregates when needed or due to constructional alterations;
— Installation and replacement of all types of channel network and the accompanying equipment;
— Auxiliary work on the installations can be carried out by the supplier in accordance with the contract with the contracting authority, for example, hole punching, regulatory sealing, ceiling work, cleaning etc.
Contracts that border onto this contract are, amongst others:
— Electro work;
— Automation and control plant;
— Procurement of air filter;
— Plumbing services;
— Construction work;
— Cooling services.
The framework agreement applies to buildings that are owned and/or managed by Østfold Hospital at any one time. See annex 12 property overview per 30.9.2015.
A framework agreement will be signed with one service provider for the assignment.
The framework agreement will be valid for 2 years. The Contracting Authority shall have the option to extend the framework agreement for a further 1 year + 1 year, to a total maximum of 4 years.
Estimated contract volume: The estimated value is from 1 200 000 NOK to 1 800 000 NOK over 4 years.
