Helse Nord (Northern Norway Regional Health) ICT

The contracting authority shall enter into framework agreements that regulate the terms for the procurement of technical ICT consultants within the main areas platform services, basic service and system development. Each main area includes further specified sub areas. The contracting authority intends to enter into three to four contracts per sub area. The framework agreements will be for one year with an option for an extension for 1 year + 1 year + 1 year. The framework agreements shall be used by Helse Nord IKT.

The section is responsible for the following: Joint catalogue, email, file servers, remote desktop, application virtualisation and client administration in all the hospitals in Helse Nord. Furthermore, the section shall operate work surface services efficiently with a quality that lives up to the defined quality targets for the services for users with high requirements for performance, functionality and flexibility. The platform section has an environment that consists of approx. 75 Citrix XenApp servers that administers approx. 13 000 client machines with the help of Symantec CMS and Workflow. Symantec SWS is used for application virtualisation.

The responsibility area is geographically spread over approx. 95 locations over the whole of north Norway. The section is divided into professional groups with different professional areas.Database: The professional group for database operates databases for the health companies in Helse Nord, the national health register and Helse Nord ICT's own databases. The platforms that are mainly used are Oracle, MSSQL and MySQL. Typical work assignments are installing, upgrading, converting, moving and access control for databases. The professional group is also responsible for monitoring, back-up and restoring databases.Virtualisation: The professional group is responsible for the operation and monitoring of approx. 1650 virtual servers and 100 hosts. The platform that is used is VMware vSphere. SAN from EMC with preferably FC/FCoE is used for storage. The virtual servers are mainly Windows 2008R2/2012R2 and Linux. Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

K1 — Tenderers shall not have tax or duty arrears for which there is no justifiable reason. Documented by: A tax and VAT certificate, RF-1244, issued by the tax office, not older than 6 months. Any arrears on these certificates shall be explained/justified.

K2 — Tenderers must have a functioning HSE system. Documented by: HSE self-declaration. Cf. annex 5

K3 — Tenderers shall be a legally established company. Documented by: Norwegian companies: Company Registration Certificate, Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

K4 — Tenderers shall comply with statutory requirements for wage and working conditions. Documented by: Tenderers shall present a self-declaration on wage and work terms, cf. annex 9.

Økonomisk og finansiell stilling:

K5 — Tenderers are required to have an economic and financial solidity which gives the contracting authority security that the tenderer will be financial viable during the entire contract period. The contracting authority reserves the right to obtain a credit rating itself. The tenderer is required to have positive equity. A tenderer can rely on the financial and economic strength of other companies to fulfil this qualification requirement. This applies regardless of the legal connection between the tenderer and the enterprise/enterprises. If a tenderer wishes to rely on the financial and economic solidity of other companies, documentation from both the tenderer and the involved companies in accordance with this point — documentation requirement accounts. Furthermore, the binding statement that is included in the tender documentation must be completed and enclosed with the tender. Documentation requirement — Accounts: The submitted accounts for the last two financial years with the auditor's reports.
