Procurement of syringes and cannulas.
The procurement is divided into the following product groups (Main group — Sub-group):
— Syringes:
(1.1) Syringe caps, (1.2) Syringe caps lock, (1.3) Syringe cap lock (only for syringe pumps), (1.4) Insulin syringes with safety, (1.5) Syringes light proof and (1.6) Syringes with catheter tip.
— Saltwater syringes:
(2.1) Salt water syringes sterile content and sterile packaging and (2.2) salt water syrintes sterile content.
— Cannulas:
(3.1) Cannula caps standard and (3.2) cannula caps with safety.
— Various cannulas:
(4.1) Artery cannulas, (4.2) Drawdown cannulas, (4.3) Minispike, (4.4) Spike — Spike and (4.5) Drawdown filters.
A framework agreement will be awarded to one supplier per sub-group, except for sub-groups 3.1 and 3.2, in which framework agreements can be awarded to several suppliers (but not parallel framework agreements).

K01 Tax certificate — Requirement: Tenderers are required to have fulfilled their tax payment obligations. Documentation requirement — tax: Tax certificate. In Norway this is issued by the tax collection office. Tenderers from other countries shall enclose equivalent certificates from the country where the tenderer is established. The certificates shall be issued on the Tax Directorate's form RF-1244, RF-1316 or another form that provides the same information. Any arrears must be explained and justified. The certificate must not be more than six months old calculated from the tender deadline.

In Norway this is issued by the tax office. Tenderers from other countries shall enclose equivalent certificates from the country where the tenderer is established. The certificates shall be issued on the Tax Directorate's form RF-1244 or another form that provides the same information. Any arrears must be explained and justified. K03 Legally established company. Requirement: Tenderers are required to be a legally established company. Documentation requirement — Legally established company. Certificate from the Register of Business Enterprises. Certificate of registration in the trade register in accordance with the laws of the country where the tenderer is established. The certificate should not be older than 6 months calculated from the tender submission deadline.

Økonomisk og finansiell stilling:
K04: The tenderer's economic and financial position — Requirement: The tenderer is required to have an economic and financial solidity, which gives the contracting authority the security that the tenderer will be able to fulfil its contractual obligations. The tenderer is required to have positive equity. A tenderer can rely on the financial and economic strength of other companies to fulfil this qualification requirement. This applies regardless of the legal connection between the tenderer and the enterprise/enterprises. If the tenderer wishes to rely on the financial and economic solidity of other companies, documentation shall be submitted from both the tenderer and the involved companies in accordance with the point documentation requirements. Furthermore, the obligation declaration included with the tender documentation must be completed and attached to the tender. Documentation requirement: Accounts presented for the last two financial years with the auditor's reports.

Teknisk og faglig kapasitet:
K05 Tenderer's experience — Requirement: Tenderers are required to have sufficient experience. The contracting authority will assess the tenderer's experience with the delivery of medical consumables as regards: Volume/value of previous deliveries, the size of recipients of previous deliveries, including to what degree the recipients were of comparable size and complexity as the regional health companies. In the event of sub-tenders: The tenderer's experience will be assessed against the volume/vaue of the part of the procurement that the tenderer has submitted a tender for. A tenderer may rely on the experience of other companies to fulfil this qualification requirement. This applies regardless of the legal connection between the tenderer and the enterprise/enterprises. Documentation requirement: Reply form experience, filled in by the tenderer. If a tenderer would like to use other companies' experience, documentation must be enclosed from both the tenderer and the other companies and a binding statement.

K06 Ethically responsible company. Tenderers are required to have an ethically responsible company. Documentation requirement — Ethically responsible company. If a tenderer has, in the last 5 years, been legally convicted for corruption, fraud or white washing money — or found guilty of criminal offences regarding professional conduct — the tenderer must given an account of the conviction and the case in a separate document.
