Survey of student mobility in Oslo

Studentsamskipnaden i Oslo og Akershus (SiO)

Studentsamskipnaden i Oslo og Akershus (SiO) provides welfare services to approx 66 000 students at 26 study centres in the region. SiO is the contracting authority for this assignment on behalf of the Campus Development Project's working group that consists of the University of Oslo, the Norwegian Business School, Oslo and Akershus University College and Oslo municipality. The contract will be signed between SiO and the chosen service provider.
The aim of the procurement is to get a knowledge basis on students movements in Oslo and their use of the town in their studies and leisure time. SiO shall procure three surveys (A, B and C) of students mobility in Oslo from the same service provider:
A) A qualitative survey with focus groups amongst Norwegian speaking students. Shall be used as a basis for C. Minimum 4 focus groups.
B) A qualitative survey with focus groups amongst inter-nation students. Shall provide insight into how this group uses the town and campuses. Minimum 2 focus groups.
C) A quantitative questionnaire that goes out via an internet form to students (Quest-back or similar). The questionnaire shall reflect a representative selection of students and there shall be a minimum of 3 000 respondents. The contracting authority will assist the service provider in coming into contact with the study places for sending out the questionnaire.
The assignment involves the design and implementation of the surveys, as well as preparation of a final report per survey (total of 3). The final report shall be submitted by 1.11.2015 at the latest and the service provider is otherwise free to choose when the surveys shall be carried out. If the signing of the contract is delayed as regards the plan, the submission date for the final report will be proportionally postponed.
The assignment shall be carried out for a fixed price. The contracting authorities have a limited budget and reserve the right to cancel the competition for 1 or several of the surveys, if the total price exceeds the budget.
