Support with carrying out a working environment survey

Direktoratet for økonomistyring (DFØ) (The Norwegian Government Agency for Financial Management)

The Norwegian Government Agency for Financial Management (DFØ) invites tenderers to a negotiated procedure in accordance with the rules in the public procurements regulations part I and part III for support with carrying out a working environment survey in DFØ.
DFØ works for an efficient use of resources in the government. We offer expedient joint systems for government entities and promote good government management.
DFØ is an advisor for the central authorities within financial management and we carry out administrative assignments for all government entities. DFØ's main assignments are to administer and communicate knowledge on compliance with the financial rules in the government, to administer the group system for government accounts and the government group account scheme and to provide financial services. We provide payroll and accounting services for approx. 75 percent of all government entities. DFØ also carries out analyses and reviews that shall form the basis for developing government management.
DFØ is organised into two management lines. We have an accounts department in Trondheim and a payroll department in Stavanger. In addition the accounts department has a smaller unit for processing electronic invoices in Hamar. The application environment, those who develop our programmes and services for the management lines, are located in Oslo. The administration and IT department, the management and analysis department and the management are also in Oslo.
DFØ has a total of approx. 380 employees. 140 of them work in Oslo.

DFØ has carried out working environment surveys with the accompanying follow-up work every other year since 2012. A service provider shall now be chosen for new working environment surveys. A new working environment survey among all employees shall be carried out by the end of 2016.
This survey shall:
— be a working environment survey (an organisation orientated survey), not an employee survey (a individual orientated survey);
— be a tool for organisational development that enables the management to be better at developing human capital for the entity;
— be a management tool that is seen in connection with the strategy and aims of DFØ;
— give answers to what measures we ought to implement after the survey has been completed;
— be in accordance with the requirements in the Working Environment Act and the main contract in the government;
— further build on the work done in the surveys from 2012 and 2014.

Valid tax certificates must be enclosed. DFØ will assess any tax arrears.

Documentation requirements.

A tax, payroll tax and VAT certificate shall be presented as documentation that the tenderer has paid his taxes and duties. The certificates shall be issued by the chief municipal treasurer in the tenderer's place of business and the tax collector in the home county of the company. Tenderers with a business address outside Norway shall enclose certificates that confirm that the tenderer has his tax and duty payments in order. The certificates shall not be older than 6 months calculated from the tender deadline.

A valid HSE self-declaration must be enclosed.

All tenderers shall enclose a self-declaration stating that the company fulfils, or will fulfil upon award of contract, legal requirements in Norway within health, safety and environment (HSE).

Tenderers shall ensure that employees in the company and others who will contribute to fulfilment of the contract have wage and work terms that are in accordance with the regulations on working hours, wages and travel expenses, board and lodgings in the current nationwide tariff agreement for the trade in question.

Tenderers shall document via a self-declaration that the wage and work terms are as mentioned above, not in conflict with the current nationwide tariff agreement for the trade for those who will contribute to fulfilment of the contract.

Tenderers must be a legally established company.

Tenderers shall describe their organisation, the company form, the ownership structure and business area and give an overview of the average annual manpower in the last three years. Enclose a company registration certificate.

Økonomisk og finansiell stilling:

Satisfactory finances are required to fulfil the assignment. The credit assessment shall be a rating (include a credit rating, part judgement and historical rating). The credit assessment shall be carried out by a publicly certified credit institution.

The credit assessment shall not be worse than A (credit worthy) or equivalent if another rating is used (number rating). Tenders with a rating lower than A or equivalent (i.e. not credit worthy or credit worthy with a guarantee) will not be assessed.

Documentation requirements.

Tenderers shall enclose a credit assessment from a certified credit institution. The credit assessment shall be based on the last known accounting figures (2014). The credit report shall not be older than six months from the tender deadline.

Minste nivå(er) av standarder:

Tenders with a rating lower than A or equivalent (i.e. not credit worthy or credit worthy with a guarantee) will not be assessed.

Teknisk og faglig kapasitet:

Tenderers must have a satisfactory quality assurance and management system.

Documentation requirements.

Tenderers must describe their quality assurance procedures. If a tenderer is certified, a copy of the certificate issued by an accredited certification body or equivalent shall be enclosed.
