Storage of sensitive documents

Oslo Universitetssykehus HF (Oslo University Hospital)

Oslo University Hospital's (abbreviated and henceforth referred to as OUS) shall externally store patient medical records, and there is a need to bring the records from this external store to the hospital and then back again.
In accordance with requirements for the retrieval of documents when needed, OUS must have an overview over which and where the records/folders are stored. Not all of the medical records are registered in the new electronic patients' systems since this applies for patients only who are not subject to treatment or have been treated subsequent to implementation of the systems that are registered there. This requires that all medical records/folders must be registered with names and personal identification numbers, and then registered in the service provider's own system.

Awarding of contract will occur based on which tender offer has the lowest annual total price in relation to that which is to be priced. OUS will evaluate the tenderers based on the total annual costs to OUS. All non-recurring costs are converted into annuals costs distributed over ten years. No interest is calculated on the amounts.

In accordance with requirements for the retrieval of documents when needed, OUS must have an overview over which and where the records/folders are stored. Tenderers must provide an updated company register certificate.
If the tenderer has in the last 5 years been convicted for corruption, fraud or money laundering, or is guilty of criminal offences concerning professional conduct, the judgement and subject matter must be accounted for.
Økonomisk og finansiell stilling:
Tenderers must submit Annual Financial Statement for the last two financial years, as well as the auditors reports.
The Tenderer may be subject to credit appraisal.
Newly established companies must submit accounts and auditor's reports for the period the company has been in operation.
A bank guarantee can be submitted that provides equivalent guarantee for the ability to fulfil the contract.
Teknisk og faglig kapasitet:
Short description of the Tenderer's personnel and technical units that the Tenderer has at disposal for fulfilment of the contract.
Documentation on education and professional qualifications for the company in general.
Documentation containing information about education and professional qualifications of the person(s) responsible for providing the requested service (CVs must be enclosed).
A police certificate is desired for employees who shall handle documents from OUS.
List of the most important and most relevant deliveries over the last 3 years, including information about value and time frame, as well as the name of the recipient.
If a tenderer will use sub providers, a binding statement shall be enclosed that states that the tenderer can use the necessary resources in the entire contract period.
A statement of the technical equipment at the Tenderer's disposal in connection with execution of the contract/assignment.
In order to qualify to submit tenders, the Directorate for Cultural Heritage's requirements must be complied with.
It is also a requirement that physical storage of the documents is not further away than the requirement to provide financial aid with a vehicle to OUS can be carried out well within the time limit.
Kontraktutførelse

Tenderers must provide an updated company register certificate.
Tax and paid VAT certificates.
The certificate must not be more than 6 months from the deadline for receipt of tenders. Any arrears must be explained / justified.

We have stored approximately 28 000 shelf meters of patient medical records, and it is completely impossible to have to move these every fourth year. (The move will take approximately 3 months.).
