STE-15-03: Septic renovation

Stor-Elvdal Kommune (municipality)

Stor-Elvdal kommune intends to enter into a contract for services connected to septic renovation for privately owned all-year residences, holiday homes and municipal owned installations. The estimated value of the contract is based on historical figures and expected to be approx. 1 100 000 NOK, excluding VAT per annum. There are approx. 950 sewage plants located in sparsely populated areas. The contract also includes also dewatering of municipal treatment plants.
The agreement with the current renovator expires 30.6.2016. Distribution of assignments in 2016 will be as follows:
The current renovator's empty 20 %-25 % of private facilities. The new renovator will empty 75 %-80 % of private facilities.
Municipal facilities are split 50/50 (They are empties 2 times per year. One time before 30 June and 1 time after).
For extra emptying and flushing assignments there are fictitious numbers, but based on previous years experience, it is expected that the distribution will be approx. 50/50.

The tenderer shall be a legally established company. Norwegian companies shall document a company registration certificate from the Brønnøysund Register Centre. Foreign companies shall document this with certificates of registration in a trade register as determined by the legislation in the country where the tenderer is established.

The tenderer shall fulfil his obligations in relation to payment of taxes, VAT and other public dues. All Norwegian tenderers shall enclose tax certificates for VAT and tax. Tax certificates shall not be more than 6 months, from the tender deadline.

The tenderer shall comply with statutory requirements related to HSE work. Documented by a signed HSE self-declaration, not older than 6 months. The form for the HSE self-declaration can be obtained from the website: http://www.abakus.as/images/stories/mal/HMS-erklring_ES.doc

The tenderer must fulfil the requirement for good conducted in accordance with PPR §§ 11-10 (1) e, or 20-12 (1) e. Documented by a completed self-declaration on conduct. The form can be obtained from the following website:http://www.abakus.as/images/stories/mal/Egenerklring_om_vandel.doc

Økonomisk og finansiell stilling:

Tenderers shall have adequate financial capacity for implementation of the assignment. Documented by an expanded report from Bisnode http://www.soliditet.no/. The report must be dated after the publication date for the contest. If such a report is not presented, Abakus reserves the right to collect an extended report from Bisnode and base the assessment of the tenderer's economic and financial situation from the information given in the report. Information given on the tender date will be emphasised. A credit rating equivalent to or better than ‘A’ of ‘AN’ is required to participate in the competition.

Teknisk og faglig kapasitet:

The tenderer must have very good execution ability. This shall be documented by: — An overview of the tenderer's total manpower. — Overview of the tenderer's total machinery. — Information about established partners or sub-providers that have an impact on this delivery.

The tenderer shall have an established quality assurance system. Documented by an account of the company's quality assurance system, including health, environment and safety that is relevant for this contract. If procedures are described in the company's quality system in accordance with ISO 9001 or equivalent third party verified system, it is sufficient to submit a valid certificate.

The tenderer shall have an environmental management system to ensure a low environmental impact when carrying out the delivery. Documented by a description of the environmental management system which as a minimum consists of procedures to safeguard the following elements: —The organisations environmental goals and environmental politics — Environmental strategy — Execution of the services in an environmentally sound manner, for example, waste sorting and transport. A self-declaration can be submitted describing how the procedures are carried out and function. The submission of a valid certificate is sufficient in cases where the procedures are described in the organisation's environmental management system, in accordance with the Eco-lighthouse Programme, ISO 14001, EMAS or an equivalent system verified by a third-party.

Tenderers shall fulfil licence terms in accordance with the Professional Transport Act § 5. Documented by a valid licence.
