Vennesla boligstiftelse

Vennesla Boligstiftelse shall procure specially adapted residences for disabled. Congruent professional standards from user representatives and professional representatives indicate that the location of the residences is extremely important. The residences should be centrally located in Vennesla, so that the residents' can of their own accord seek the community arena such as for example, down-town shops and the square, cultural centre, swimming pool, etc. By ensuring this, the users have better possibilities to participate in the social and cultural activities. If the location of the residences means that the users are depending on vehicles to seek the community arena, the users' everyday will be more limited.
For residents who need help/companions, or if their next of kin wishes to take the resident to social and cultural activities, a central location would also make this easier.
An important aspect of a central location is highlighting the disabled in the public domain and that this may aid in an increased understanding that different people participate in all community arenas.
This is extremely important for community development of tolerance and inclusion.
The Contracting Authority will enter into contract with one tenderer.
The contract will be valid from signing of the contract until the takeover of the residences. Takeover of the residences shall occur at the latest during 2018.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).
Documentation: Certificate for tax and VAT. The certificate shall not be more than six months old when calculated from the tender deadline. The certificate can be obtained electronically in Altinn. For further information, see Skatteetaten.no.
The tenderer should meet Norwegian HSE requirements when performing work in Norway.
Documentation: Filled out and signed HSE self-declaration in accordance with PPR appendix 2. Please use the attached template, see annex 6.
The tenderer must be a legally established company.
Documentation: Norwegian suppliers:
— Company Registration Certificate.
Foreign tenderers:
— Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
The tenderer must have good conduct.
Documentation: The tenderer will by way of declaration confirm that the requirements in appendix two are fulfilled.
Økonomisk og finansiell stilling:
A solidity assessment from an approved credit appraisal agency. The assessment shall be based on the most recent known accounting figures.
The key figures in the requirement must be presented together with an assessment of the tenderer's payment experience.
If the figures for 2014 are not finalised at the time of the application deadline, tenderers are requested to submit provisional accounting figures for the same year.
Minste nivå(er) av standarder: The tenderer shall have sufficient economical and financial capacity.
Teknisk og faglig kapasitet:
A list with an overview of equivalent deliveries the previous 3 years. The list shall as a minimum contain:
— Name of the customer;
— The contract value and scope;
— The date of the assignment;
— Short description of the delivery, including any requirements for universal design.
If certificates are supplied, attachment five can be used.
A description of the tenderer's quality assurance methods. If the tenderer is certified in accordance with ISO 9001 or equivalent standards, it will be sufficient to present a copy of a valid certificate.

The tenderer shall have satisfactory experience with construction of residences in accordance with TEK 10.
The tenderer shall have satisfactory procedures for quality assurance.
