Departementenes sikkerhets- og serviceorganisasjon, DSS (The Norwegian Government Security and Service Organisation)

DSS wants to enter into 10 individual agreements with tenderers who can offer expertise in specified competence areas. The agreements shall ensure delivery of consulting services in connection with the development, maintenance, management and operation of internal and external internet solutions for the Ministry community, co-ordinated by DSS in the contract period. For some of the agreements it must be possible to purchase some equipment, access and/or licenses for software.
The delivery is described in Annex 1 to each of the agreements.

The agreements have a duration of two years from the signing of contract. The Contracting Authority has an option for a further two years extension, by one year at a time, so that the agreement can run for a maximum of four years from the date of signing.The agreement is estimated to have a combined value of between 4 000 000-5 000 000 NOK excluding VAT for the contract period of 2 years. By extending for a further two years, the combined estimate will be between 8 000 000-15 000 000 NOK excluding VAT for all four years. The estimate is based on previous figures, and future call-offs may be higher or lower than the estimate. Qualification requirement:
— Paid taxes and duties
— Fulfilment of statutory requirements concerning health, safety and the environment.
Documentation requirement:
— A certificate, not older than six months, which verifies that the tenderer has fulfilled the obligations in relation to payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on https://www.skatteetaten.no If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. For further information, see https://www.skatteetaten.no The certificate shall be enclosed with the tender in accordance with the outline given in the tender documents.

Qualification requirement:
— The tenderer must have sufficient economic and financial capacity to fulfil the contract, in which i.a. being creditworthy without any requirement for collateral will be adequate.
Documentation requirement:
— A credit rating with key figures from a recognised credit rating company or other form of documentation to demonstrate that the requirement has been met.

Qualification requirement:
— The tenderer must be able to prove at least three relevant deliveries in the last three years. In this context, with relevance means reference assignments of relevant size and complexity in relation to the internet based joint solution in the Ministry community. The reference assignments shall show that the tenderer has competence in the contract(s) for which tender offers are being submitted:

— Tenderer shall have good implementation ability and have adequate organisation and staffing to carry out the contract(s) for which tender offers are being submitted.
Documentation requirement:
— Reference list of the tenderer's deliveries during the last three years with relevance for the agreement(s) for which tender offers are being delivered (cf. above). The list of references shall as a minimum include:
a) Brief description of the delivery
b) The time of the delivery
c) Scope of the delivery in monetary amount, if possible
d) Name, and telephone number for the reference person at the contracting authority.
— A short, overall description of the organisation shall be given, including:
o Description of how the tenderer is organised for the execution of the contract(s).
o Description of/overview of the tenderer's total staffing.
Requirements when using sub-contractors
When using sub-contractor(s), the following documentation should be enclosed:
— Name, address and organisation number (company registration) for the sub suppliers.
— Description of which part of the contract shall be taken care of by subcontractors
— If the service provider is relying on subcontractors to meet one or more of the qualification requirements, adequate documentation should be provided to enable the subcontractors to prove that the requirement has been met.
The following documents should also be enclosed with a commitment statement: Liability declaration, partnership agreement or equivalent form of documentation which shows that the tenderer actually prevails over the necessary resources of the listed sub-contractors.
