Hordaland county wishes to enter into a framework agreement with one supplier. The agreement includes the purchase of software and licences from Microsoft, VMWare, Citrix, Symantec and Adobe.
The framework agreement period is 2 years. The contracting authority shall have an option for an extension of the framework agreement for a further 1+1 year. The maximum total agreement period is 4 years.

Beskrivelse av opsjoner:

In addition to the framework agreement with one supplier regarding the purchase of software and licences from Microsoft, VMWare, Citrix, Symantec and Adobe with associated consultancy, Hordaland county also requests an option for purchase of other software, if this is required during the agreement period. If required, Hordaland County is free to use the option or implement a separate procurement of these products. The option will not be included in the evaluation.

The tenderer must be a legally established company.

Documentation requirement:

Norwegian companies: Company registration certificate

— Foreign companies: Proof that the company is registered in the trade or business registry as prescribed in the legislation of the country in which the supplier is established.

Økonomisk og finansiell stilling:

The tenderer must have the financial capacity to implement the assignment/contract.

Documentation requirement:

The tenderer's annual accounts including notes with the board's and auditor's reports from the last year.

If the Annual Financial Statement for the last year has not been completed by the tender deadline for this competition, provisional Annual Financial Statement for last year must be provided.

The Contracting Authority reserves the right to obtain a credit rating of the tenderer. Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.

Teknisk og faglig kapasitet:

The tenderer shall have relevant experience for minimum 3 equivalent assignments during the last 3 years. Description of the tenderer's 3 most relevant assignments during the last 3 years. The description must include information on the value of the contract, time and recipient (name, telephone number and email address). References must be contactable if required for clarification of relevance of the contract. However, it is still the tenderer's responsibility to substantiate relevance through the description.

The tenderer shall have sufficient implementation ability and capacity in accordance with the services to be delivered. Provide an account of the tenderer's average workforce during the last 3 years and the Annual Financial Statements, machinery, tools, materials or technical equipment that the tenderer has at disposal for the implementation of the contract/assignment.

The tenderer shall have a good and well functioning quality assurance system for the services to be delivered. The tenderer shall provide an account of his quality assurance system and quality management system or a Copy of a system certificate issued by an accredited certification body, or equivalent documentation.

Kontraktutførelse
Innskudd og garantier som kreves:

The tenderer shall be up to date with: tax and VAT payments. Documentation requirement: Tax certificate for tax and VAT, not older than six months from the deadline for receipt of tenders. From 1.1.2014 the tax and VAT certificate is issued by the Norwegian Tax Administration through Altinn. Foreign tenderers shall provide certificates from equivalent authorities to the Norwegian ones. Tenderers with tax arrears can enclose an explanation thereof.

The tenderer shall have a functioning HSE system Documentation requirement: A HSE self-declaration. Templates that are attached to the tender documentation can be used.

Tenderers shall not be legally convicted for participation in a criminal organisation or for corruption, fraud or laundering money. Documentation requirement: A self-declaration regarding conduct. Templates that are attached to the tender documentation can be used.
