Egnethet til å utøve yrkesvirksomheten:

— The tender shall contain VAT and tax certificates, not older than six months. Cf. the Public Procurement Regulations § 8-7, possibly § 17-14.

— Tenderers shall have a system and routines that ensure that HSE work is carried out in a systematic manner in accordance with the internal control regulations.

— An account of how the tenderer will organise this contract shall be enclosed with the tender. It is a requirement that the organisation of the execution of the contract is sufficiently staffed and that the tenderer has the capacity and ability to deal with unforeseen circumstances during the contract.

— If the tenderer is a working partnership (a supplier group), a declaration of joint and several liability to the Builder and third parties must be enclosed with the tender.

A report shall be given for the business form and the composition of the working partnership, including the participants' organisation numbers [Business Register Numbers.

Tenderers must make sure to substantiate how the competence requirements shall be met by the participants. Furthermore, each individual participating company in the working partnership must provide information on their company, as is required in the tender documentation. Working partnerships will be assessed collectively for all eligibility requirements, except HSE and own equity. Each participant will be individually evaluated for HSE and equity.

Økonomisk og finansiell stilling:

— Documentation of equity is to be provided with the tender. Documentation of any significant changes to the tenderer's equity and solvency compared to the last accounts audit must accompany the tender.

— Documentation requirement: Documentation of turnover for the last three years should accompany the tender offer. Cf. chapter E2, point 4.4.1, form E2-4.4.1.

Minste nivå(er) av standarder:

— It is a requirement that the tenderer's equity is positive. If the tenderer is a working partnership (supplier consortium), the requirements apply for each of the participants.

— The tenderer's annual average turnover should be at least as large as the annual revenues the contract will generate.

Teknisk og faglig kapasitet:

— The tenderer shall have experience from work of the same nature and degree of difficulty.

— NPRA and other builders' experiences with the contractor will be evaluated. The tenderer is required to show references to relevant contracts that they themselves have carried out in a satisfactory manner.

— Competence and experience from key persons' competence shall be documented. Cf. chapter E2, point 4.4.2, form E2-4.4.2.

Minste nivå(er) av standarder:

— Information on experience from work of the same nature and degree of difficulty shall be enclosed with the tender. Cf. chapter E2, point 4.1.1, form E2-4.1.1.

— Information on contracts that the provider has had in the last few years, with the names of references at the contracting authority, shall be enclosed with the tender. Cf. chapter E2, point 4.1.2, form E2-4.1.2. Any evaluation form from previously completed contracts can also be included in the basis for the assessment.

— Technical and professional competency and relevant experience is required of the key personnel who will be used for this assignment. The work shall be carried out by companies with site gardener certificates (Cf. A3, point 1).

The following assignments shall be carried out by personnel with minimum a certificate of apprenticeship for site gardener:

— Pruning bushes.

— Fertilizing.

— Spraying.

The following assignments shall be carried out by a person with documented tree competence (arborist, documented experience with pruning trees).

— Pruning trees.
