SK-15-03: Engineering design services for a school

Skjåk kommune

Skjåk municipality would like to enter into a contract for engineering design services for the engineering design of a school for 1-10 years in Bismo. The planned construction start is March/April 2016. The project shall be carried out as BIM-engineering design. There shall be a group contract in which ARK is the tenderer/contract party and responsible for the engineering design services for all the above mentioned disciplines, and is the responsible applicant for the project. The person responsible for the engineering design services will be responsible for coordination with public authorities, the SHA coordinator in the engineering design phase and responsible for preparing the SHA plan for the entire project in accordance with the Builder Regulations.

Egnethet til å utøve yrkesvirksomheten:

The tenderer shall be a legally established company. Norwegian companies shall document a company registration certificate from the Brønnøysund Register Centre. Foreign companies shall document this with certificates of registration in a trade register as determined by the legislation in the country in which the service provider is established.

The tenderer shall fulfil his obligations in relation to payment of taxes, VAT and other public excises. All Norwegian service providers shall enclose tax certificates for VAT and tax. Tax certificates shall not be older than 6 months, from the tender deadline.

The tenderer shall comply with statutory requirements related to HSE work. Documented by a signed HSE self-declaration, not older than 6 months. The form for the HSE self-declaration can be obtained from the website: http://www.abakus.as/images/stories/mal/HMS-erklring_ES.doc

The tenderer must fulfil the requirement for good conducted in accordance with PPR §§ 11-10 (1) e, or 20-12 (1) e. Documented by a completed self-declaration on conduct. The form can be obtained from the following website:http://www.abakus.as/images/stories/mal/Egenerklring_om_vandel.doc

Økonomisk og finansiell stilling:

Tenderers shall have adequate financial capacity for implementation of the assignment. Documented by an expanded report from Bisnode http://www.soliditet.no/ The report must be dated after the announcement date for the contest. If such a report is not presented, Abakus reserves the right to collect an extended report from Bisnode and base the assessment of the tenderer's economic and financial situation from the information given in the report. Information on the tender date applies. A credit rating equivalent to or better than 'A' of 'AN' is required to participate in the competition.

Teknisk og faglig kapasitet:

Tenderers shall have experience from equivalent assignments. (This requirement only applies to the architect.) Tendering companies shall document that they have carried out a minimum of 1 equivalent assignment in the last 3 years. The documentation shall include the name of contracting authority, scope, content and delivery date. An equivalent assignment is defined in the following way:

— Engineering design services for teaching buildings after the school reform in 2006.

— Projects carried out as BIM-engineering design.

— Preparation of development plans (can possibly be covered through sub suppliers).

These criteria do not necessarily have to be fulfilled in 1 and the same project.

Tenderers shall be certified for the right to be responsible. This shall be documented by:

— Central certification for engineering design services in their discipline in development class 2, companies that have fire engineering design shall have development class 3.

Tenderers shall present binding statements from their sub suppliers. Each company that is a sub supplier in the group must sign a binding statement stating that their resources will be made available.
