The purpose of the agreement concerns project management, construction management and Contractor's representative for Norges Bank's three properties.
Norges Bank shall carry out upgradings/rehabilitations/maintenance of specific areas/spaces including technical installations in the Head Office at Bankplassen 2, Venastul holiday site at Ringebu and Vindåsen course and conference centre at Tjøme.
In this regard, Norges Bank needs three tenderers who can offer the roles of project manager, construction manager and possibly the Contractor's representative. For legal reasons the number of roles will be limited in each project, and as a rule there will be only 1 or 2 roles from the same tenderer that are relevant per project.

The total scope of the assignment to be awarded, is expected to be in the order of 3 000 000 to 12 000 000 NOK per year, altogether 12 000 000 to 48 000 000 NOK over a 4 year period. Please note that there is great uncertainty around the agreement's volume. Previous experience suggests that the demand can vary up or down from year to year. Norges Bank draws attention to the fact that the framework agreements are not exclusive with the chosen tenderer and that the framework agreement in itself does not involve any purchasing obligation.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer shall have his tax and VAT payments in order.
Certificate for paid VAT issued by the tax officer (shall not be more than 6 months old) These requirements also apply for sub-contractors.
The tenderer shall have a functioning HSE system.
HSE self-declaration
The tenderer shall be a legally established company.
Company Registration Certificate (Norwegian tenderers). The company registration certificate shall show the board's composition at the time the tender is submitted.
Registration certificates from professional registers as determined by legislation in the country in which the service provider is established (other tenderers).
Økonomisk og finansiell stilling:
The tenderer must have the financial capacity to carry out the assignment/contract.
The company's most recent Annual Report, with annual financial statements and auditor's report, including new information of relevance to the company's fiscal figures.
Credit rating from a certified credit rating institution (shall not be older than 3 months).
Teknisk og faglig kapasitet:
The tenderer must have sufficient professional qualifications to be able to carry out the assignments.
Description and documentation of the company's professional qualifications and competence in accordance with the description in the tender documentation point 1.5.
The tenderer shall have the ability to fulfil the contract.
Overview of the most important deliveries with equivalent competence areas (cf. the tender documentation point 1.5) during the last 3 years, with the following information:
— Name of customer;
— Date;
— Services provided;
— Scope of the services provided.
The tenderer shall have sufficient capacity to be able to carry out the assignment.
The tenderer shall state the total number of available persons in the relevant and requested discipline areas, see the tender documentation point 1.5.
The tenderer must confirm and have at least 15 project manager who can cover the discipline areas of electrical, HVAC, construction, fire and environment and ten construction managers available.
The tenderer shall have an overall quality assurance system that will be used for the fulfilment of this contract.
Description and documentation of the company's overall quality assurance system as a basis for implementation of the contract. The list of contents for the quality assurance system shall be enclosed.
Requirement for a binding statement:
If the tenderer wishes to rely on the capacity of other companies, the tenderer must demonstrate to the Contracting Authority that it will have the necessary resources available, by presenting a commitment statement from these companies.
Norges Bank accepts only one chain of sub-contractors.
