Oslo and Akershus University College of Applied Sciences (HiOA) will enter into a framework agreement to buy consultancy services in the field of the EU Framework Programme for Research and Innovation, Horizon 2020. The purpose of the agreement is to establish the terms governing contracts to be awarded during the period of the agreement. HiOA demands that offered consultants have sufficient competence, e.g. at least 1 consultant must have experience from writing a proposal that received funding from Horizon 2020-programs or FP7-programs. Look at annex 2 for more demands. The tender documents will be available here on the ‘supplier portal’ on Monday 19.1 or Tuesday 20.1.

Requirement # 1: Tax Certificate (form RF-1316), joint certificate for tax and VAT, which is not more than 6 months old, counted from the deadline for submission of request for participation. Foreign firms must submit equivalent certificates from their respective national authorities showing that they comply with tax regulations. If the authorities in relevant countries do not issue such certificates, the supplier should submit a statement certifying that all taxes/fees are paid. The statements must be signed by the treasurer.

Requirement # 2: For work being carried out in Norway, the authority shall require that all suppliers, including any subcontractors, produce a statement that the supplier fulfils, or at contract award, will fulfil legal requirements in Norway within health, safety and environment (HSE). HSE declaration shall be in accordance with FOA Appendix 2. Use the template that is attached to the competition's other documents.

Requirement # 3: The tenderer shall be a legally established company, documented by a certificate of registration. Foreign firms must submit confirmation that the supplier is registered in a trade or business register acc. legislation of the country where the supplier is established.

Økonomisk og finansiell stilling:

The tenderer shall have sufficient financial strength to be able to fulfil the contract. This must be documented by accounts with auditor's report for the last 2 fiscal years and the tenderer's annual accounts including notes with the Board's and auditor's reports from the last 2 years. If the annual accounts for the last year are not finished before the tender deadline expires for this competition, the preliminary annual accounts shall be also be attached. The above-mentioned information shall also be delivered for any parent company.

The tenderer may choose to rely on other companies' capacity to fulfil the requirement for the tenderer's economic and financial position. The tenderer must, in such an event, document the resources of the companies on which he will rely and prove that he will have the requisite resources from these companies at his disposal during the contract period, by, for example presenting a declaration of commitment, guarantee, co-operation agreement or equivalent. This applies regardless of the legal character of the connection between the companies, i.e. that the supporting companies can either be the tenderer's parent company, another company in the same group, a cooperation partner etc.

The tenderer shall have experience in similar deliveries, as well as adequate technical and professional capacity to fulfil the contract.

Documentation # 1: An overview of relevant contracts, including applications to Horizon2020 and FP7 program, over the last 3 years. The overview must at least contain a brief description of deliverables/work (topic, role, scope, status of application (granted/rated/rejected), period, contract value, and contracting authority (organization/firm, location and contact person).

Documentation # 2: A brief and general description of the organization, focusing on how the vendor is organized for the implementation of this contract, as well as how the supplier possibly* will utilize partners/subcontractors to fulfil the contract.

* The tender provider may choose to rely on other companies' capacity to meet the technical and professional qualification requirements. The tenderer must, in such an event, document the resources of the companies on which he will rely and prove that he will have the requisite resources from these companies at his disposal during the contract period, by, for example presenting a declaration of commitment, guarantee, co-operation agreement or equivalent. This applies regardless of the legal character of the connection between the companies, i.e. that the supporting companies can either be the tenderer's parent company, another company in the same group, a cooperation partner etc. At any partnership agreements and the use of subcontractors, the supplier shall provide the following:

— Name, address and organization for a partner/subcontractor.

— Description of the parts of the mission by service contracts handled by a partner/subcontractor.

— A signed document where the individual collaborator/subcontractor confirms that they undertake to contribute to the fulfilment of the contract.
